Book excerpt: The Arctic is particularly affected by climate change; over the past few decades, temperatures in this area have risen twice as fast as the mean global rate. The most prominent effect of global climate change in the region is the melting sea ice in the Arctic Ocean, which enables a multitude of ocean uses to be initiated and extended, such as shipping, fishing and oil and gas extraction. Unlike in the Antarctic, there is currently no single comprehensive legal regime for governance of the Arctic. Instead, the region is regulated by a patchwork of international treaties, above all the United Nations Convention on the Law of the Sea (UNCLOS), various regional and sub-regional agreements, national laws and soft-law agreements. This treatise provides an evaluation of the governance regime that regulates the use of the Arctic marine environment and its readiness to protect these fragile ecosystems in light of the consequences of climate change.

Book excerpt: The primary objective of this thesis is to identify and investigate important climatic and bottom-up processes affecting the marine shelf ecosystem off southern Labrador and eastern Newfoundland (Northwest Atlantic Fisheries Organization Divisions 2J3KLNO). The analyses are intended to extend the breadth of understanding for important ecosystem processes beyond the well-established impacts from overfishing. Knowledge gained from research on key commercial species is intended to address how ecological phenomena have affected the fisheries in recent decades and may be driving present changes in the ecosystem. Apart from advancing and informing science, the information presented is intended to benefit a wide audience of industry stakeholders including governments, harvesters, processors, and environmental interest groups. Four research chapters are chronologically themed from the collapse of northern cod (Gadus morhua) in the late 1980s / early 1990s, to the delayed recovery of capelin (Mallotus villosus) and cod, to factors presently affecting the decline of snow crab (Chionoecetes opilio). The first two research chapters examine the impacts of temperature and diet in affecting physiological growth and performance of juvenile and adult northern cod during and following stock collapse. The third research chapter focuses on factors affecting the low abundance of capelin since an abrupt decline in the early 1990s, while the final research chapter reviews top-down and bottom-up processes contributing to the rise and fall of snow crab. Collectively, these works contribute to improved understanding of some of the most important ecosystem processes influencing Newfoundland and Labrador fisheries. Temperature and food limitation were found to have a large impact on the Newfoundland and Labrador marine shelf ecosystem. Both factors either directly or indirectly regulated the productivity of each examined species. Recent warming coupled with increases in zooplankton abundance and an improving match between capelin spawning times and the spring bloom are shown to be supporting increasing abundances of capelin and by extension cod. Meanwhile, warming has directly led to a decline in snow crab productivity. Overall, the results suggest the Newfoundland and Labrador Shelf ecosystem is experiencing a shift in structure and forcing from being predominately bottom-up over the past two decades to a more balanced state wherein both bottom-up and top-down forcing are prevalent. To address concerns of management, advice based on the present findings is provided and putative future directions of the ecosystem, fisheries, and climate are discussed.

But the future is also partly uncertain-there is considerable uncertainty about how we will arrive at that different climate. Will the changes be gradual, allowing natural systems and societal infrastructure to adjust in a timely fashion? Or will some of the changes be more abrupt, crossing some threshold or "tipping point" to change so fast that the time between when a problem is recognized and when action is required shrinks to the point where orderly adaptation is not possible? Abrupt Impacts of Climate Change is an updated look at the issue of abrupt climate change and its potential impacts. This study differs from previous treatments of abrupt changes by focusing on abrupt climate changes and also abrupt climate impacts that have the potential to severely affect the physical climate system, natural systems, or human systems, often affecting multiple interconnected areas of concern. The primary timescale of concern is years to decades. A key characteristic of these changes is that they can come faster than expected, planned, or budgeted for, forcing more reactive, rather than proactive, modes of behavior. Abrupt Impacts of Climate Change summarizes the state of our knowledge about potential abrupt changes and abrupt climate impacts and categorizes changes that are already occurring, have a high probability of occurrence, or are unlikely to occur. Because of the substantial risks to society and nature posed by abrupt changes, this report recommends the development of an Abrupt Change Early Warning System that would allow for the prediction and possible mitigation of such changes before their societal impacts are severe. Identifying key vulnerabilities can help guide efforts to increase resiliency and avoid large damages from abrupt change in the climate system, or in abrupt impacts of gradual changes in the climate system, and facilitate more informed decisions on the proper balance between mitigation and adaptation. Although there is still much to learn about abrupt climate change and abrupt climate impacts, to willfully ignore the threat of abrupt change could lead to more costs, loss of life, suffering, and environmental degradation. Abrupt Impacts of Climate Change makes the case that the time is here to be serious about the threat of tipping points so as to better anticipate and prepare ourselves for the inevitable surprises.

Book excerpt: Freshwater fish populations are rapidly declining globally due to the impacts of rapid climate change and existing non-climatic anthropogenic stressors. In response to these threats, freshwater fishes are responding by shifting their distribution range, altering the timing of migration and spawning and through demographic processes. To mitigate the future negative consequences, managers require novel tools that provide useful information on fish vulnerability to climate change to develop appropriate responses. A trait-based vulnerability assessments methodology was applied in this study to assess the vulnerability of 7 freshwater fishes in Newfoundland and Labrador of recreational and ecological importance. Twelve vulnerability indicators were developed and 26 freshwater fish experts were consulted using an online questionnaire survey to assesses each species vulnerability. Analysis of the survey results showed one species to be high/very highly vulnerable, two species were highly vulnerable while four species were moderately vulnerable to future changes with moderate confidence from the experts. Lake trout a native species showed the highest vulnerability while was rainbow trout a non-native species showed the lowest vulnerability to future changes. The results presented in this study are significant to resource managers because findings will allow for adaptive responses targeted at each species unique vulnerability drivers.
