Book excerpt: The Best Pharmaceuticals for Children Act (BPCA) and the Pediatric Research Equity Act (PREA) were designed to encourage more pediatric studies of drugs used for children. The FDA asked the IOM to review aspects of pediatric studies and changes in product labeling that resulted from BPCA and PREA and their predecessor policies, as well as assess the incentives for pediatric studies of biologics and the extent to which biologics have been studied in children. The IOM committee concludes that these policies have helped provide clinicians who care for children with better information about the efficacy, safety, and appropriate prescribing of drugs. The IOM suggests that more can be done to increase knowledge about drugs used by children and thereby improve the clinical care, health, and well-being of the nation's children.

Book excerpt: NCCHC's Mental Health Standards parallel its Standards for Health Services in format and substance, and likewise cover the general areas of care and treatment, clinical records, administration, personnel and legal issues. The difference is that they make more explicit what the standards require for adequate delivery of mental health services. Together, these tools can help facilities determine proper levels of care, organize systems more effectively and efficiently, and demonstrate that constitutional requirements are being met.

Available in PDF, EPUB and Kindle. Book excerpt: What do we know first-hand about prisons? We have accounts from many top administrators. There is a large literature of convict reports and memoirs. But we have almost no personal accounts written by the people who were engaged in the day-to-day work of guarding and keeping prison inmates. In Prison Work, former California prisons corrections officer William Richard Wilkinson candidly tells what it was like to try to handle problems that can arise in prison, from furnishing three meals a day to quelling a riot. Constructed around a series of interviews with Wilkinson, this book recounts his extensive experience with discipline problems, wrong-headed administrators, contraband, and escapes. Wilkinson's story presents a blunt, unabashed view of daily life in prison, including fascinating discussions of racial and religious conflict, gangs, and prison violence as well as the institutional culture and more human side of life as experienced by a prison employee. The duration of Wilkinson's career (1951-1981) saw the greatest change in the American prison system. He was responsible for implementing change on the level of the prison block. At the California Institution for Men in Chino, he started out under the inspiring leadership of one of the most famous reform figures in penology. At the California Medical Facility in Vacaville, he participated in one of the great prison experiments when medical officials ran a maximum security prison. And at Soledad, he experienced the reaction to earlier liberal policies. Over the years, he accumulated much wisdom concerning how to handle convicts-wisdom that still has importance for corrections workers. Book jacket.

Book excerpt: Developed by leaders in the fields of health, law and corrections, NCCHC's nationally recognized Standards lay the foundation for constitutionally acceptable health services systems and can help prisons to improve health services delivery. The Standards address nine general areas: health care services and support, patient care and treatment, special needs and services, governance and administration, personnel and training, safety, health records, health promotion and medical-legal issues. The manual provides clear compliance indicators that define expected outcomes and aid in self-assessment, guidelines for facilities of various sizes and best practices recommendations. Book excerpt: The Federal Bureau of Prisons (BOP), the component of the Department of Justice (DOJ) responsible for incarcerating all federal defendants sentenced to prison, was operating at 20% over its rated capacity as of December 2015. To alleviate overcrowding, in 1997 the BOP had begun contracting with privately operated institutions (contract prisons), to confine federal inmates who are primarily low security, criminal alien adult males with 90 months or less remaining to serve on their sentences. This report examined how the BOP monitors these facilities and assessed whether contractor performance meets certain inmate safety and security requirements. It found that, in most key areas, contract prisons incurred more safety and security incidents per capita than comparable BOP institutions and that the BOP needs to improve how it monitors contract prisons. Figures. This is a print on demand report.

Book excerpt: In the age of American mass incarceration, a complex legal regime governs prison conditions and presents a host of controversial questions at the intersection of constitutional liberty, statutory interpretation, administrative regulation, and public policy. This is a completely overhauled, re-titled, and much-expanded version of the leading casebook about incarceration. It addresses both pretrial and post-conviction incarceration, presenting Supreme Court and leading lower court case law, statutes, litigation materials, professional standards, academic commentary, and prisoner writing. Topics include conditions of confinement, civil liberties, particular prisoner populations and relevant legal issues (race and national origin discrimination, the particular issues/law governing treatment of incarcerated women, LGBTQ people, and people with disabilities). Litigated remedies (injunctive litigation, damages, the Prison Litigation Reform Act, and criminal prosecution of prison staff), are also covered in detail, as is non-litigation oversight. The casebook is supplemented by an open-access website that offers additional resources and sources for further reading.

Book excerpt: "Robin Bernstein relates a bloody tale of race, murder, and injustice that forces us to rethink the origins and consequences of America's immoral system of prisons for profit. Bernstein brings to life the story of William Freeman, a free Black man who in 1840 was forced into unpaid labor as an inmate of Auburn State Prison in New York. After his release, he murdered four members of a white family, as revenge for the theft of his labor. His trial saw the crystallization of a nefarious ideology-the idea that African Americans are inherently criminal-yet it also shaped Auburn as an important node in the long battle for Black freedom"--
