Book excerpt: Law and Administration takes a contextual approach to administrative law, setting law and legal rules in the context of the social, political and economic forces that shape the law, and of the complex constitutional framework in which contemporary administrative law operates. This book contains a full account of judicial review, the traditional heartland of administrative law, and adds to this by taking into account the concerns of government, officials and agencies who operate and shape the law. It also looks at the possible future of administrative law in an increasingly automated and digitalised world. A fully revised and updated new edition, this book includes new case studies of regulatory agencies and government contracting to develop understanding of law in practice.

Available in PDF, EPUB and Kindle. Book excerpt: Is safe and sustainable water and sanitation for all an unaffordable pipedream? This book surveys the worldwide development of water and sewage services and the challenges in meeting Sustainable Development Goal 6 (SDG6) along with climate change, population growth and urbanisation. It explores the reasons why current SDG6 progress is failing, including weak policy implementation, staff shortages and inadequate funding, as well as the limited impact of aid funding. The author contends that despite a series of innovations, debt finance remains too small to address needs of developing economies. Therefore, instead of advocating new funding, this book proposes addressing the funding gap through technological innovation and more efficient management and procurement through a series of examples that have challenged traditional assumptions. After four decades of good intentions, SDG6 is making a difference in monitoring shortfalls for the first time, allowing for more effective responses. This book outlines the role of innovation in hardware development, procurement and installation, and discusses how network management and operations can most effectively address funding gaps. The potential for savings is considerable, if effectively replicated. New approaches are driving forward affordable resilience, including nature-based solutions such as upstream habitat enhancement to retain water and improve downstream water quality; the circular economy, including water, nutrient, energy and heat recovery from wastewater; and demand management. This book will be of great value to scholars, policy makers and practitioners interested in the global finance of sustainable water and sanitation.

Book excerpt: In this book, climate change and digital transformation are explored as key strategic drivers for the contemporary practices of water utility companies. These drivers seem to be separate, but clearly, they are not. The recent weather anomalies in water stressed countries are discussed, which have been breaking records and become an elevated risk to water assets. In parallel, the book examines a contextual proposition that the concept of the fourth industrial revolution applied to the water sector, Water 4.0, assists with the water supply decentralisation and sustainability, in particular climate resilience. It further suggests that the implementation of an Asset Management System with reference to the ISO 55001 standard is a useful tool in this process.

Available in PDF, EPUB and Kindle. Book excerpt: The book examines the growing tension between social movements that embrace egalitarian and inclusivist views of national and global politics, most notably classical liberalism, and those that advance social hierarchy and national exclusivism, such as neoliberalism, neoconservatism, and national populism. In exploring issues relating to tensions and conflicts around globalization, the book identifies historical patterns of convergence and divergence rooted in the monotheistic traditions, beginning with the ancient Israelites that dominated the Near East during the Axial age, through Islamic civilization, and finally by considering the idealism-realism tensions in modern times. One thing remained constant throughout the various historical stages that preceded our current moment of global convergence: a recurring tension between transcendental idealism and various forms of realism. Transcendental idealism, which prioritize egalitarian and universal values, pushed periodically against the forces of realism that privilege established law and power structure. Equipped with the idealism-realism framework, the book examines the consequences of European realism that justified the imperialistic venture into Africa, the Middle East, and Latin America in the name of liberation and liberalization. The ill-conceived strategy has, ironically, engendered the very dysfunctional societies that produce the waves of immigrants in constant motion from the South to the North, simultaneously as it fostered the social hierarchy that transfer external tensions into identity politics within the countries of the North. The book focuses particularly on the role played historically by Islamic rationalism in translating the monotheistic egalitarian outlook into the institutions of religious pluralism, legislative and legal autonomy, and scientific enterprise at the foundation of modern society. It concludes by shedding light on the significance of the Muslim presence in Western cultures as humanity draws slowly but consistently towards what we may come to recognize as the Global Age. Book excerpt: A Practitioner's Guide to Stochastic Frontier Analysis Using Stata provides practitioners in academia and industry with a step-by-step guide on how to conduct efficiency analysis using the stochastic frontier approach. The authors explain in detail how to estimate production, cost, and profit efficiency and introduce the basic theory of each model in an accessible way, using empirical examples that demonstrate the interpretation and application of models. This book also provides computer code, allowing users to apply the models in their own work, and incorporates the most recent stochastic frontier models developed in academic literature. Such recent developments include models of heteroscedasticity and exogenous determinants of inefficiency, scaling models, panel models with time-varying inefficiency, growth models, and panel models that separate firm effects and persistent and transient inefficiency. Immensely helpful to applied researchers, this book bridges the chasm between theory and practice, expanding the range of applications in which production frontier analysis may be implemented.

Book excerpt: This book contains the summaries of the "Innovation in Pharmacy: Advances and Perspectives" that took place in Salamanca (Spain) in September 2018. The early science of chemistry and microbiology were the source of most drugs until the revolution of genetic engineering in the mid 1970s. Then biotechnology made available novel protein agents such as interferons, blood factors and monoclonal antibodies that have changed the modern pharmacy. Over the past year, a new pharmacy of oligonucleotides has emerged from the science of gene expression such as RNA splicing and RNA interference. The ability to design therapeutic agents from genomic sequences will transform treatment for many diseases. The science that created this advance and its future promise will be discussed. Phillip Allen Sharp is an American geneticist and molecular biologist who co-discovered RNA splicing. He shared the 1993 Nobel Prize in Physiology or Medicine with Richard J. Roberts for “the discovery that genes in eukaryotes are not contiguous strings but contain introns, and that the splicing of messenger RNA to delete those introns can occur in different ways, yielding different proteins from the same DNA sequence. He works in Institute Professor Koch Institute for Integrative Cancer Research, Massachusetts Institute of Technology (MIT), Cambridge, MA, US. UU.

Book excerpt: This project addressed the admissibility of expert evidence in criminal proceedings in England and Wales. Currently, too much expert opinion evidence is admitted without adequate scrutiny because no clear test is being applied to determine whether the evidence is sufficiently reliable to be admitted. Juries may therefore be reaching conclusions on the basis of unreliable evidence, as confirmed by a number of miscarriages of justice in recent years. Following consultation on a discussion paper (LCCP 190, 2009, ISDBN 9780118404655) the Commission recommends that there should be a new reliability-based admissibility test for expert evidence in criminal proceedings. The test would not need to be applied routinely or unnecessarily, but it would be applied in appropriate cases and it would result in the exclusion of unreliable expert opinion evidence. Under the test, expert opinion evidence would not be admitted unless it was adjudged to be sufficiently reliable to go before a jury. The draft Criminal Evidence (Experts) Bill published with the report (as Appendix A) sets out the admissibility test and also provides the guidance judges would need when applying the test, setting out the key reasons why an expert's opinion evidence might be unreliable. The Bill also codifies (with slight modifications) the uncontroversial aspects of the present law, so that all the admissibility requirements for expert evidence would be set out in a single Act of Parliament and carry equal authority.

Available in PDF, EPUB and Kindle. Book excerpt: When reconstructing the past, the archaeologist needs to take into account all kinds of relevant information. Where no written sources are available, the natural sciences play an indispensable role. Troia is a remarkable site in this respect. The present excavation project at Troia, under the directorship of Manfred Korfmann, integrates various disciplines including geoarchaeology, archaeobotany, zooarchaeology, anthropology, geophysical prospection as well as chemical and technological studies of metal, stone and pottery. Hardly any other archaeological project is supported so intensely and on such a broad scale by archaeometric investigations as the international research group in Troia. In April 2001 an International Symposium was held in Heidelberg, Germany, with the aim of promoting scientific discussion and providing synopses of the various disciplines engaged in Troia. This volume contains most of the contributions presented at the symposium. Due to its broad natural scientific as well as its cultural-historic scope, not only will the specialist but also the interested layman find the book rewarding.

Book excerpt: Despite remarkable improvement in water supply and sanitation services, Estonia faces finance and investment challenges to keep up with social expectations and environmental health regulations. With downward demographic trends expected to affect water utilities revenues and the projected phasing out of EU water funding, which was essential in the rapid improvement of service provision over the last two decades, substantial efficiency gains are required to transition towards sustainable water service provision.
