The prevailing answer today among both scholars and policymakers is yes. But this is to overlook force employment, or the doctrine and tactics by which materiel is actually used. In a landmark reconception of battle and war, this book provides a systematic account of how force employment interacts with materiel to produce real combat outcomes. Stephen Biddle argues that force employment is central to modern war, becoming increasingly important since 1900 as the key to surviving ever more lethal weaponry. Technological change produces opposite effects depending on how forces are employed; to focus only on materiel is thus to risk major error--with serious consequences for both policy and scholarship. In clear, fluent prose, Biddle provides a systematic account of force employment's role and shows how this account holds up under rigorous, multimethod testing. Horowitz looks at some of the most important military innovations throughout history, including the advent of the all-big-gun steel battleship, the development of aircraft carriers and nuclear weapons, and the use of suicide terror by nonstate actors. He shows how expensive innovations can favor wealthier, more powerful countries, but also how those same states often stumble when facing organizationally complicated innovations. Innovations requiring major upheavals in doctrine and organization can disadvantage the wealthiest states due to their bureaucratic inflexibility and weight the balance of power toward smaller and more nimble actors, making conflict more likely. To preserve its status as an economic power, therefore, the EU has to become a power across the board, which requires a grand strategy, and the means and the will to proactively pursue one. The authors of this book aim to demonstrate that the EU can develop a purposive yet distinctive grand strategy that preserves the value-based nature of EU external action while also safeguarding its vital economic interests. The book analyses the existing military capability of the European Union and its bottom-up nature, which results in a national-based focus in the member-states, impeding deployment capability. A systematic realignment of national defence planning at the strategic level will enable each member-states to focus its defence effort on the right capabilities, make maximal use of pooling and specialization, and contribute to multinational projects in order to address Europe’s strategic capability shortfalls. A stronger Europe will therefore result, it is argued, a real global actor, which can then become an equal strategic partner to the United States, leading to a revitalized Transatlantic partnership in turn. General V K Singh, the former chief of army staff and now a cabinet minister, has emphasized that the AFSPA is a ‘functional requirement’ of the armed forces. It delves into cases of human rights violations in which members of the armed forces have been implicated, and at the same time, argues that it is equally important to safeguard the human rights of the members of the armed forces. In The Power Triangle, Hazem Kandil attributes the different outcomes to the power struggle between the political, military, and security institutions. Coups establish a division of labor, with one group of officers running government, another overseeing the military, and a third handling security. But their interests begin to vary as each group identifies with its own institution. Politicians wish to rule indefinitely; military officers prefer to return to barracks after implementing the needed reforms; and security men scramble to maintain the privileges they acquired in the post-coup emergency. Driven by conflicting agendas, these partners in domination struggle over regime control.
