While peer review is as old as modern science itself, recent changes in the evaluation culture of higher education systems have increased the use of peer review, and its purposes, forms and functions have become more diversified. This book put together a comprehensive set of conceptual and empirical contributions on various peer review practices with relevance for the scientific community and higher education institutions worldwide. Consisting of three parts, the editors and contributors examine the history, problems and developments of peer review, as well as the specificities of various peer review practices. In doing so, this book gives an overview on and examine peer review , and asks how it can move forward. Eva Forsberg is Professor of Education at Uppsala University, Sweden. Available in PDF, EPUB and Kindle. Book excerpt: Now available in paperback, this two-volume work is intended to help readers develop powerful new ways of thinking about organizational principles, and apply them to policy-making and management in colleges and universities. The book is written with two audiences in mind: administrative and faculty leaders in institutions of higher learning, and students (both doctoral and Master's degree) studying to become upper-level administrators, leaders, and policy makers in higher education. It systematically presents a range of theories that can be applied to many of the difficult management situations that college and university leaders encounter. It provides them with the theoretical background to knowledgeably evaluate the many new ideas that emerge in the current literature, and in workshops and conferences. The purpose is to help leaders develop their own effective management style and approaches, and feel confident that their actions are informed by appropriate theory and knowledge of the latest research in the field.Without theory, organizational leaders are forced to treat each problem that they encounter as unique–as if it were a first-time occurrence. While leaders may have some experience with a particular issue, their solutions are usually not informed by the accumulated wisdom of others who have already encountered and resolved similar situations. The authors approach the theory of the organization and administration of colleges and universities from three quite different perspectives, or paradigms, each relying on different assumptions about the “reality” of organizational life in colleges and universities. The positivist paradigm–primarily an omnibus systems theory–integrates the chapters into a comprehensive, yet easily accessible whole. Social constructionism, the second paradigm, is introduced in each chapter to illuminate the difficulty of seeking and finding meaningful consensus on problems and policies, while also addressing important ethical issues that tend to be overlooked in leadership thought and action. The third paradigm, postmodernism, draws attention to difficulties of logic and communication under the constraints of strictly linear thinking that “authorities” at all levels attempt to impose on organizations. This “multiple paradigm” approach enables readers to become more cognizant of their own assumptions, how they may differ from those of others in their organization, and how those differences may both create difficulties in resolving problems and expand the range of alternatives considered in organizational decision making. The book offers readers the tools to balance the real-world needs to succeed in today’s challenging and competitive environment with the social and ethical aspirations of all its stakeholders and society at large. The authors’ aim is to elucidate how administration can be made more efficient and effective through rational decision-making while also respecting humanistic values. This approach highlights a range of phenomena that require attention if the institution is ultimately to be considered successful. Also available:Volume 1: The State of the SystemTwo volume set

Book excerpt: This book problematises contemporary realities of the political dimension of the privatisation of higher education in Bangladesh. By exploring the complexities of neoliberalism as an economic and ideological doctrine, a mode of governance, and as a policy package, it considers the ‘post’ attached to and hyphenated with ‘colonialism’ as more aspirational than achieved. Based on an interdisciplinary study involving contemporary theories from political and social sciences, economics, and the socio-economics of education, the book explores the unique ways in which Bangladeshi higher education has evolved over the past four decades, and the complex politics behind its privatisation. Through an empirically based account of how neoliberalism has worked its way through the higher education sector in the fastest growing economy in the South Asian context, it discusses how changes have been characterised by policy reforms, massification, and a sustained friction between control and autonomy in the university sector. The authors take a nuanced approach to their geo-political and onto-epistemological positionalities as diasporic and hybridised scholars by rejecting epistemological exclusion inherent in the colonial present and research conducted in such contexts. This position allows the reinforcement of a colonial present, theorising from within Global South decolonial and postcolonial research literature. This book contributes to discourses of ‘globalisation from above’ and ‘globalisation from below’ and sheds light on the often-idiosyncratic ways in which higher education reform has unfolded in South Asia. It will be of interest to comparative educators and those researching higher education policy and education developments in Global South nations.

Available in PDF, EPUB and Kindle. Book excerpt: The community and technical college mission requires offering relevant Career and Technical Education (CTE) programs. Board policies are plentiful for creating new programs in alignment with workforce needs. However, few districts have robust policies in place to appropriately discontinue or replace CTE programs. This book identifies successful CTE program discontinuance including how people feel about the process and the impact of institutional culture. The interviews and policy analysis conducted provide best practices to effectively and appropriately discontinue CTE programs. Eleven practical recommendations are outlined to help community and technical colleges in establishing program discontinuance processes which strategically and effectively discontinue CTE programs while making optimal use of limited fiscal and human resources. This book provides readers with information on career and technical education, appropriate strategies to manage the constant churning of CTE programs, college governance, and academic discontinuance policies.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a critical examination of contemporary higher education reforms in Thailand situated in the broader historical, socio-economic and political changes. Through a qualitative case study with three methods of inquiry, this book explores why different 'global education policies' such quasi-privatisation, internationalization, as quality assessment (QA) have resonated in Thailand higher education sector. Grounded in policy borrowing and lending, this book uses the politics, economics and culture of borrowing to analyse major reforms in Thailand for the past one hundred years. It is argued that historical legacy, policy contexts and belief systems of policy elites play pivotal roles in facilitating policy changes or the lack thereof. While historical analysis elucidates that the Thai state has always been an active borrower of western ideas, the perseverance of the 'Thai-ness' discourse has often been used to suggest its so-called independence and idiosyncrasy. This in-depth analysis of the Thai case aims to contribute to the critical studies in Asian education, comparative higher education, policy borrowing and lending and Thai studies. The Culture of Borrowing intensively studies the policy appropriation in the Thai education system by analysing: • Selective Borrowing and the Historical Development of Thai Higher Education • The Asian Economic Crisis as Window of Opportunity: Autonomous University • Internationalization of Teaching: Quantitative and Qualitative Challenges • The Emergence of Quality Policies and their Rationales • The Intended and Unintended Consequences of Quality Policies This book will appeal to researchers in Education, particularly to scholars studying educational policies within the context of tertiary education. It will also interest scholars specialising in Asian and South-east Asian Studies.
