Book excerpt: The technologies of information and communications and their application are becoming central issues for all governments trying to achieve long-run growth and international competitiveness. This country study provides a comprehensive analysis of the role of informatics in economic development and examines Turkey's efforts to develop its capacity in those areas. During the 1980s, Turkey laid the foundation for its transition to an information-based economy by liberalizing finance and investment regulations and by reducing barriers to competition. Tariffs on computer equipment were slashed, and the government embarked on a program of investment in the communications system. Investors responded, particularly in the finance and travel sectors and in select operations of large corporations. But the largest consumer of these technologies is still the Turkish government. And gains in productivity expected from modernization have not yet been widely evident. This study says that the most effective policy to promote an information-based economy is a commitment to open competitive markets. The major factor in that commitment is building up an educated workforce. Although Turkey's performance in this area is better than most developing countries', this report contends it needs to do more to meet its goal of full participation in the new era of informatics. The study contains cross-country comparative data throughout the book and in annexes.

Dr. William Muhumuza is an Associate Professor in the Department of Political Science at Makerere University. He specialises in the study of political economy with a focus on rural development and good governance.

Book excerpt: This Poverty Reduction Strategy Paper on Uganda discusses that the National Development Plan (NDP), Uganda’s current Poverty Reduction Strategy Paper, was introduced in 2010/11 and originally intended to cover five fiscal years, until 2014/15. The NDP emphasises the need to accelerate economic growth to create jobs, increase average income and provide the financial resources required to expand public investment and service delivery. However, several macroeconomic and implementation challenges have reduced infrastructure investment, economic growth and job creation below the levels targeted by the plan. The key strategic objectives of the plan will be maintained over the next two years, with focus placed on strengthening public investment management, creating fiscal space for infrastructure projects and enhancing the development of practical skills among the labour force. The recalibrated macroeconomic framework outlined in Section IV will help guide fiscal policy and economic management as the next National Development Plan is being finalised. NDP II will be launched before the 2016/17 fiscal year and will guide budgetary priorities and programmes over the medium term.

The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.

This paper shows that the REER remained broadly stable during a 10-year period and nontraditional exports increased remarkably, contrary to the predictions of the Dutch disease model. Also, economic growth was strong. This good performance is attributed to sound macroeconomic policies and important structural reforms, which have allowed an increased use of available production factors.

The rapid demographic aging of populations worldwide, and most dramatically in developing countries, will result in unprecedented increases in the absolute and relative numbers of the aged in these countries. Whilst developed economies already have the basic infrastructure in place through which to support their ageing populations, developing nations frequently do not, and it should not be assumed that their best course of action is to attempt to duplicate the supportive infrastructures of developed countries. In developing nations these may be culturally inappropriate, geographically inaccessible, economically or politically unsustainable, or all of these. Effective and sustainable support services must be designed with reference to the circumstances of the client group, and it is increasingly evident that knowledge of the lives of the aged in developing countries is currently very limited. This book aims to inform the reader on the livelihoods of elders in developing countries and to stimulate a discussion of appropriate methods of supporting them in maintaining their quality of life during and beyond the coming decades of demographic change. It does so through reporting the lives and livelihoods of the aged population of Kikole (a pseudonym), a highly impoverished village in Uganda. Individual livelihoods are explored from a lifecourse perspective, with present day quality of life being shown often to be the result of earlier enforced changes in circumstances arising in economic, social or cultural marginalization, political or physical insecurity, or macro-economic change, rather than in the physical or mental changes that may accompany advancing age.
