Book excerpt: Women’s self-help groups (SHGs) have increasingly been used as a vehicle for social, political, and economic empowerment as well as a platform for service delivery. Although a growing body of literature shows evidence of positive impacts of SHGs on various measures of empowerment, our understanding of ways in which SHGs improve awareness and use of public services is limited. To fill this knowledge gap, this paper first examines how SHG membership is associated with political participation, awareness, and use of government entitlement schemes. It further examines the effect of SHG membership on various measures of social networks and mobility. Using data collected in 2015 across five Indian states and matching methods to correct for endogeneity of SHG membership, we find that SHG members are more politically engaged. We also find that SHG members are not only more likely to know of certain public entitlements than non-members, they are significantly more likely to avail of a greater number of public entitlement schemes. Additionally, SHG members have wider social networks and greater mobility as compared to non-members. Our results suggest that SHGs have the potential to increase their members’ ability to hold public entities accountable and demand what is rightfully theirs. An important insight, however, is that the SHGs themselves cannot be expected to increase knowledge of public entitlement schemes in absence of a deliberate effort to do so by an external agency.

Our condition is like applying perfumed oil to mustache when there is no food to eat.' - Male focus group discussion, Appipuram, Andhra Pradesh India has experienced accelerating growth in the last 10 years, yet millions of Indians remain mired in poverty. Why? Most books on growth and poverty reduction are dominated by the perspectives of policy makers and academic experts. 'Moving Out of Poverty: The Promise of Empowerment and Democracy in India' brings together the voices of poor men and women from 300 villages across Andhra Pradesh, Assam, Uttar Pradesh and West Bengal, as it seeks to understand how these people have managed to escape poverty, while others remain stuck, and still others fall into poverty. The study explores the role of institutions such as family, markets and local panchayats, and factors such as aspiration, empowerment, social exclusion and conflict, health and asset accumulation, in explaining escape from poverty and falling into poverty.

Book excerpt: In developing economies and particularly in rural areas, many activities that would be classified in the developed world as financial are not monetized: That is, there is no money used to carry them out. This is often the case when people need the services money can provide but do not have dispensable funds required for those services, forcing them to revert to other means of acquiring them. People find creative and often collaborative ways to meet the needs, primarily through creating and exchanging different forms of non-cash value. Common substitutes for cash vary from country to country but typically include livestock, grains, jewelry and precious metals. In the 2000s, the micro finance industry’s objective is to satisfy the unmet demand on a much larger scale, and to play a role in reducing poverty. While much progress has been made in developing a viable commercial micro finance sector in the last few decades, several issues remain that need to be addressed before the industry will be able to satisfy massive worldwide demand.

Book excerpt: A plethora of schemes were launched to eradicate the twin problems of poverty and unemployment in India. Almost all schemes flopped without making significant impact. SHG concept seems to hold promise in poverty eradication. Effective functioning of the SHGs and impressive recovery performance lured the banks to this neglected group. In this context, the NGOs played a big role in creating a link between bank and the target group. As a corollary to it, bank linkage model evolved as a core strategy for increasing its outreach to the poorest of the poor who are hitherto bypassed by it. A doctoral research study on women members in SHGs in Kanchipuram district throws light on the status of women, their economic impact, social impact and empowerment created by SHG and the practical problems faced by them. This research also addresses the issue of women empowerment through SHG mechanism. It highlights the challenges encountered by SHG in various dimensions. The findings are expected to help the NGOs and policy makers in fine tuning the schemes and to ensure effective functioning of SHGs.

This is a challenging book for all concerned with rural development, as practitioners, academics, students or researchers.

Book excerpt: Women's lack of economic empowerment not only impedes growth and poverty reduction, but also negatively impacts education and health outcomes for children. Thus, it is extremely important to ensure that women are economically empowered. Financial inclusion may be defined as the process of ensuring access to financial services and timely and adequate credit - where needed by vulnerable groups, such as women - at an affordable cost. India's Self-help Group (SHG)-Bank Linkage Program was launched in 1992 as a flagship program by the country's National Bank for Agriculture and Rural Development. The objective is to meet the financial needs of the poor by linking SHGs with the formal credit agencies. Financial inclusion of India's women can be best ensured through SHGs. This collection contains papers that provide valuable insights into the importance and functioning of SHGs to ensure financial inclusion and hence economic empowerment of women in India.

Book excerpt: Microfinance, as a concept, involves providing financial services, particularly small credit, fund transfer, and insurance to the unemployed, low-income group, and those who do not have easy access to the banking system. It has emerged as an active agent of financial inclusion, ensuring economic, and social upliftment of the unprivileged. Microfinance is being operated through two channels Self-help Group-Bank Linkage Programme (SBLP) and Micro-finance Institutions (MFIs). The special characteristic of SBLP is its direct connection with the clients at the grass-root level and working towards poverty reduction by providing financial support. The paper is based on a field study on SBLP undertaken for women in the Varanasi District of Uttar Pradesh, India. The increase in women’s participation in economic activities and decision-making reveals that SHGs have made an impact. SHGs have also helped them to create a common platform to participate, discuss, and find a solution of their problems. Women’s income and occupation structure under SHGs have also influenced the standard of living and empowerment level significantly.

Available in PDF, EPUB and Kindle. Book excerpt: This edition of the biennial Poverty and Shared Prosperity report brings sobering news. The COVID-19 (coronavirus) pandemic and its associated economic crisis, compounded by the effects of armed conflict and climate change, are reversing hard-won gains in poverty reduction and shared prosperity. The fight to end poverty has suffered its worst setback in decades after more than 20 years of progress. The goal of ending extreme poverty by 2030, already at risk before the pandemic, is now beyond reach in the absence of swift, significant, and sustained action, and the objective of advancing shared prosperity—raising the incomes of the poorest 40 percent in each country—will be much more difficult. Poverty and Shared Prosperity 2020: Reversals of Fortune presents new estimates of COVID-19's impacts on global poverty and shared prosperity. Harnessing fresh data from frontline surveys and economic simulations, it shows that pandemic-related job losses and deprivation worldwide are hitting already poor and vulnerable people hard, while also shifting the profile of global poverty to include millions of 'new poor.' Original analysis included in the report shows that the new poor are more urban, better educated, and less likely to work in agriculture than those living in extreme poverty before COVID-19. It also gives new estimates of the impact of conflict and climate change, and how they overlap. These results are important for targeting policies to safeguard lives and livelihoods. It shows how some countries are acting to reverse the crisis, protect those most vulnerable, and promote a resilient recovery. These findings call for urgent action. If the global response fails the world's poorest and most vulnerable people now, the losses they have experienced to date will be minimal compared with what lies ahead. Success over the long term will require much more than stopping COVID-19. As efforts to curb the disease and its economic fallout intensify, the interrupted development agenda in low- and middle-income countries must be put back on track. Recovering from today's reversals of fortune requires tackling the economic crisis unleashed by COVID-19 with a commitment proportional to the crisis itself. In doing so, countries can also plant the seeds for dealing with the long-term development challenges of promoting inclusive growth, capital accumulation, and risk prevention—particularly the risks of conflict and climate change.

Book excerpt: The Previous Century Was Marked By India S Great Transformation From A Colonial Agrarian Economy To A Modern, Vibrating, Knowledge-Based Economy Within The Framework Of A Liberal And Secular Democracy. A High Annual Gdp Growth Rate Of Over 8 Per Cent Is Now Being Achieved On A Consistent Basis. The Rapid Economic Growth Has, However, Brought Only A Marginal Decline In Rural And Urban Poverty As Nearly 250 Million People, Constituting About 25 Per Cent Of The Country S Total Population, Still Remain Below The Poverty Line. The Data Relating To The Dimensions Of Poverty Is Startling A Whopping 350 Million People Are Illiterate, 150 Million Have No Access To Safe Drinking Water, 750 Million Lack Clean Sanitation Facilities And Are Prone To Diseases Resulting Therefrom, And 50 Per Cent Of The Children Eat Below Acceptable Nutritional Levels. Average Life Expectancy At Birth Has No Doubt Risen To 63 Years, But Infant Mortality Rate (Imr) And Maternal Mortality Rate (Mmr) Are Still At Unacceptably High Levels 57 Per 1000, And 3 Per 1000 Live Births Respectively. In Terms Of Human Development Index (Hdi), India Is Ranked 126Th Among The 177 Listed Countries. Even The Mentioned Statistics Do Not Fully Capture The Sheer Destitution And Misery Our Marginalized Sections Of Population Are Subjected To. The Poverty That They Endure Robs Them Of Their Human Dignity And Makes A Mockery Of Our Claims To Social Justice And Equity.Growth, When Unevenly Spread, Dwarfs Overall Prosperity. Hence, Bridging The Income Divide Is The Biggest Challenge For India. The Government On Its Part Has Launched Several Poverty Alleviation Programmes But They Have Not Brought The Desired Result. The Approach Paper To The Eleventh Five-Year Plan Has Laid Emphasis On Strategies That Accelerate Growth And Make It Broadbased. The Present Anthology Is Comprised Of Well-Researched Articles By Erudite Scholars Who Have Deeply Analysed The Problem Of Persisting Poverty In India. Various Factors Responsible For Such A Situation Have Been Studied And Ways And Means Suggested To Considerably Reduce If Not Eradicate Poverty. The Book Will Serve As A Valuable Reference Source For Students And Teachers Of Economics And Researchers On This Subject. It Will Also Be Useful For The Policymakers, Planners, Parliamentarians, Government Agencies And Ngos.
