By 2050, global population will increase from 7 billion to a staggering 9.5 billion and the demands this will place on food and water systems will inevitably push river basins over the edge. While it is convenient to visualize an inevitable global water and food crisis in which increasing demands result in increasing poverty, food insecurity and conflict, the reality is far more nuanced and revolves around the politics of equitable and sustainable development of resources. The first part of this book provides detailed insight into conditions of water flows within nine river basins. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period. In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions. Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals.

Section A provides an overview of progress against the parameters specified in the MDG target for water and sanitation in both urban and rural areas. It presents data for the world as a whole and compares progress across regions. The report goes on to examine trends over the MDG period by region and by level of service. It pays particular attention to the numbers of people who have gained the highest level of service in drinking water supply - piped water on premises - and those with no service at all who use surface water for drinking and practice open defecation. In order to understand the nature of progress it is important to look carefully at the way improvements in water and sanitation have benefited different socioeconomic groups. This report sheds light on equality gaps between urban and rural dwellers and between the richest and poorest segments of the population. It presents several new ways to visualize progress on extending service to the poor designed to reveal the nature of inequalities and give the reader insight into the great challenge that still exists in ensuring that progress reaches everyone. The JMP was established in 1990 and is celebrating its Jubilee Year in 2015. Section B provides a retrospective analysis of the evolution of water sanitation and hygiene monitoring over the past 25 years.

Thus, ten years after Rio it is time to take stock. Based on the collective inputs of 23 United Nations agencies and convention secretariats, this Report offers a global overview of the state of the world's freshwater resources. It is part of an on-going assessment process to develop policies and help with their implementation as well as to measure any progress towards achieving sustainable use of water resources. Generously illustrated with more than 25 full-color global maps and numerous figures, the report reviews progress and trends and presents seven pilot case studies of river basins representing various social, economic and environmental settings: Lake Titicaca (Bolivia, Peru); Senegal river basin (Senegal, Mali, Mauritania, Guinea); Seine Normandy (France); Lake Peipsi/Chudskoe (Estonia, Russia); Ruhuna basin (Sri Lanka); Greater Tokyo region (Japan); and Chao Phraya (Thailand). Book excerpt: "For almost 30 years, including during the period of occupation by the US- and UK-led Coalition Provisional Authority, authorities in Iraq have failed to provide Basra's 4 million residents with safe drinking water. The water crisis came to a head in 2018, when at least 118,000 people were hospitalized with rashes, abdominal pain, vomiting, and diarrhea because of contamination of the water in the Shatt al-Arab, the river Basra sits on. A severe water shortage from upstream has led to seawater incurring into the Shatt al-Arab so that farmers have had to irrigate their land with salt water - losing most of their produce over the last decade. This continuing water crisis is a result of a complex combination of factors including mismanagement of upstream flows leading to too little water coming to Basra; pollution in Basra and further upstream, including raw sewage, garbage, oil spills, and industrial and agricultural waste; damming by neighboring Iran and Turkey; and climate change. Corruption, including by local authorities, has also led to illegal use of precious freshwater resources. Since last summer the government has refused to make public any of its investigations into why the water poisoned people. Nor has it announced any significant measures to improve the quality of water in Basra in coming years. Iraqi authorities have an obligation to secure Basrawis' right to use their land and to safe drinking water and to inform the public when water sources are unsafe.
