This book describes how ordinary people, in the absence of formal sector jobs, hustle for a modest living; the famous ‘bargaining‘ system ordinary Kinois have developed; and how they access food, water supplies, health and education. The NGO-ization of service provision is analysed, as is the quite rare incidence of urban riots. The contributors also look at popular discourses, including street rumor, witchcraft, and attitudes to ‘big men‘ such as musicians and preachers. This is urban sociology at its best - richly empirical, unjargonized, descriptive of the lives of ordinary people, and weaving into its analysis how they see and experience life.

We assume that our system (in the UK, the USA, the Netherlands etc.) is democratic, and extremists try to destroy our system and introduce some kind of dictatorship, if not chaos and anarchy. Yet in many cases, the extremists seem sincere in their attempt to construct a more democratic polity. Hence, they can be called democrats and yet also extremists, in so far as they strive for a regime with characteristics that are more extreme in a significant sense. This book analyses radical and extreme democratic theories and ideas in their historical context, interlocked with critical descriptions of historical institutions and experiments that help to evaluate the theories. Cases range from ancient Athens to recent experiments with citizen juries and citizen assemblies, from the time-honoured Swiss Landsgemeinde to contemporary (and controversial) workers’ councils in Venezuela and participatory budgeting in Porto Alegre. Among the theorists discussed here are familiar names as well as relatively unknown persons: Jean-Jacques Rousseau and Karl Marx, Murray Bookchin and John Burnheim, William Godwin and Barbara Goodwin, Anton Pannekoek and Heinz Dieterich. Whereas the extreme ideas do not seem to work very well in practice, they do indicate ways by which we could make existing political systems more democratic. This book will be of interest to students of Politics and Current Affairs, as well as inspiration to political activists and reformists.

Decentralization, attempted democratization via ethno-national representation, and partial economic liberalization have reconfigured Ethiopian society and state in the past two decades. Yet, as the contributors to this volume demonstrate, ‘democracy’ in Ethiopia has not changed the authority structures and the culture of centralist decision-making of the past. The political system is tightly engineered and controlled from top to bottom by the ruling Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF). Navigating between its 1991 announcements to democratise the country and its aversion to power-sharing, the EPRDF has established a de facto one-party state that enjoys considerable international support. This ruling party has embarked upon a technocratic ‘developmental state’ trajectory ostensibly aimed at ‘depoliticizing’ national policy and delegitimizing alternative courses. The contributors analyze the dynamics of authoritarian state-building, political ethnicity, electoral politics and state-society relations that have marked the Ethiopian polity since the downfall of the socialist Derg regime. Chapters on ethnic federalism, 'revolutionary democracy', opposition parties, the press, the judiciary, state-religion, and state-foreign donor relations provide the most comprehensive and thought-provoking review of contemporary Ethiopian national politics to date. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

The gap between the public and its public officials might seem unbridgeable in the modern world, but Legislature by Lot presents a close examination of an inspiring solution: a legislature chosen through "sortition"-the random selection of lay citizens. It's a concept that has come to the attention of democratic reformers across the globe. Proposals for such bodies are being debated in Australia, Belgium, Iceland, the United Kingdom, and many other countries. Sortition promises to reduce corruption and create a truly representative legislature in one fell swoop. In Legislature by Lot, John Gastil and Erik Olin Wright make the case for pairing a sortition body with an elected chamber within a bicameral legislature. Gastil is a leading deliberative democracy scholar, and Wright a distinguished sociologist and series editor of the Real Utopias books, of which this is a part. In this volume, they bring together critics and advocates of sortition who studied ancient Athens, deliberative polling, political theory, social movements, and civic innovation. The constellation of voices in this book lays out a wide variety of ideas for how to implement sortition, without obscuring its limitations, and examine its potential for reshaping modern politics. Legislature by Lot includes sixteen essays that respond to Gastil and Wright's detailed proposal. Essays comparing it to contemporary reforms see it as a dramatic extension of deliberative "minipublics," which gather random samples of citizens to weight public policy dilemmas without being empowered to enact legislation. Another set of essays explores the democratic principles underlying sortition and elections and considers, for example, how a sortition body holds itself accountable to a public that did not elect it. The third set of essays consider alternative paths to democratic reform, which limit the powers of a sortition chamber or more quickly establish a pure sortition body.
