In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity. The manifold constituents, located in different morphological regions in the wood, results in an extreme complexity of wood chemistry. Ever more sophisticated endeavors needing fundamental studies and advanced analytical methods are necessary in order to delve deeper into various problems in pulping and papermaking. Gradually, new, improved ana lytical methods, originally developed for research purposes, are currently replacing many of the old "routine" methods in practical applications. Because of the expanse of the subject, an attempt to write a book of this size about analytical methods seems, perhaps, too ambitious. Of course, a whole book series of several volumes would be necessary to cover this topic completely. However, there is undoubtedly a need for a more condensed presentation which does not go into experimental details, but is limited to the basic principles of the analytical methods and illustrates their applica tions. The emphasis is on more advanced and potential methods, and partic ularly on those based on different types of spectroscopy and chromatography.

In conclusion, the book highlights instances of processes working towards homogenization and diversity, and suggests that while Anglo-American management practice is increasingly important across the northern forest regions, it is also meeting with resistance due to historical and political conditions.

Risk management is defined within Codex as the process of weighing policy alternatives in the light of the results of risk assessment and, if required, selecting and implementing appropriate control options, including regulatory measures. The outcome of the risk management process, as undertaken by Committees within the Codex Alimentarius system, is the development of standards, guidelines and other recommendations for food safety, m the national situation it is likely that different risk management decisions could be made according to different criteria and different ranges of risk management options. The overall objective of Codex is to ensure consumer protection and to facilitate international trade.
