In this book, Bryan McDonald brings together the history of food, agriculture, and foreign policy to explore how food was deployed in the first decades of the Cold War to promote American national security and national interests, a concept referred to as food power. In the postwar years, Americans struggled to understand how an unprecedented abundance of food could be used to best advance U.S. goals and values. Was food a weapon, a commodity to be valued and exchanged through markets, or a substance to be provided to those in need? McDonald traces different visions of food power and shows how food formed an essential part of America's postwar modernization strategy and its vision of what it meant to be a stable, secure, and technologically advanced nation. Policymakers and experts helped build a new food system based around American agricultural surpluses that stabilized prices and food availability. This system averted a global-scale food crisis for almost three decades. The end of this food system in the early 1970s ushered in a much more precarious period in global food relations. By the late twentieth century, food politics had become a battleground in which the interests of security and foreign policy experts, farmers, businesses, and politicians contended with a growing social movement whose adherents worried about the role of food in contributing to conflict and inequality. Food Power argues that the ways postwar American policymakers and experts politically linked people and places around the world through food illuminates both America's role in the world during the mid-twentieth century and sheds light on contemporary food problems.

Book excerpt: Excerpt from Post-War Economic Policy and Planning, Vol. 5 The fourth report of the House Special Committee on Postwar Economic Policy and Planning, issued September 8, 1944, contained a brief discussion of the principal problems of agriculture in the postwar reconversion period. Shortly after the publication of that report the Subcommittee on Agriculture and Mining undertook a series of hearings to investigate further the problems discussed in the fourth report. As a first step the subcommittee felt it was important to inquire into the longer range goals toward which our agriculture should seek to reconvert. Without a clarification of our objectives in this field it seemed clear-that no constructive national policy could be developed other than one of temporizing with immediate problems and complaints. The subcommittee's inquiry was begun on August 23, 1944, with testimony from Secretary of Agriculture Claude R. Wickard and War Food Administrator Marvin Jones. After receiving statements from these two administrative officials, it was felt that a canvass should be made of the views of the leading nongovernmental students of agricultural problems. The bulk of these hearings therefore record the views of some of the people who have been associated with programs for agriculture and have made exhaustive studies of its problems. In inviting its witnesses to appear at the hearings, the subcommittee asked for suggestions upon four basic questions: 1. Basic long-run policies to lessen instability of income resulting from variations in production and in demand; 2. Basic policies to place agriculture on a satisfactory self-sustaining basis in long run; 3. Policies to promote higher levels of consumption and nutrition; and 4. Relationship between our foreign trade policy and domestic agriculture policies. On the basis of this testimony the subcommittee plans to reexamine the major goals to be sought in framing agricultural legislation to the end that specific laws may be coordinated and directed toward more definitely understood goals. One of the assignments of the House Special Committee on Postwar Economic Policy and Planning has been that of studying and reporting to the Congress upon the basic components of a coordinated postwar economic policy for the Nation. It is the plan of this Subcommittee on Agriculture and Mining to examine the problems of agriculture from the points of view both of the farmers themselves and also of the national well-being and the attainment of our goal of a stable and prosperous economy, one which preserves, protects, and promotes freedom, enterprise, and high attainment. Book excerpt: The breathtaking number of mergers and joint ventures among agribusiness firms has left independent American farmers facing the power of an increasingly concentrated buying sector. The origin of farmers' concern with such economic concentration dates back to protests against meatpackers and railroads in the late nineteenth century. Jon Lauck examines the dimensions of this problem in the American Midwest in the decades following World War II. He analyzes the nature of competition within meat-packing and grain markets. In addition, he addresses concerns about corporate entry into production agriculture and the potential displacement of a production system defined by independent family farms. Lauck also considers the ability of farmers to organize in order to counter the market power of large-scale agribusiness buyers. He explores the use of farmer cooperatives and other mechanisms which may increase the bargaining power of farmers. The book offers the first serious historical examination of the National Farmers Organization, which fully embraced the bargaining power cause in the postwar period. Lauck finds that independent farmers' attempts at organization have been more successful than previously recognized, but he also shows that their successes have been undermined by the growing concentration and power of agri-business firms, justifying a new approach to antitrust law in agricultural markets.
