In countries with high-value natural resources – including oil, gas, diamonds, other minerals, and timber –the stakes are unusually high and peacebuilding is especially challenging. Resource-rich post-conflict countries face both unique problems and opportunities. They enter peacebuilding with an advantage that distinguishes them from other war-torn societies: access to natural resources that can yield substantial revenues for alleviating poverty, compensating victims, creating jobs, and rebuilding the country and the economy. Evidence shows, however, that this opportunity is often wasted. Resource-rich countries do not have a better record in sustaining peace. In fact, resource-related conflicts are more likely to relapse. Focusing on the relationship between high-value natural resources and peacebuilding in post-conflict settings, this book identifies opportunities and strategies for converting resource revenues to a peaceful future. Its thirty chapters draw on the experiences of forty-one researchers and practitioners – as well as the broader literature – and cover a range of key issues, including resource extraction, revenue sharing and allocation, and institution building. The end of a war is generally expected to be followed by an end to collective violence, as the term ‘post-conflict’ that came into general usage in the 1990s signifies. In reality, however, various forms of deadly violence continue, and sometimes even increase after the big guns have been silenced and a peace agreement signed. Explanations for this and other kinds of violence fall roughly into two broad categories – those that stress the legacies of the war and those that focus on the conditions of the peace. There are significant gaps in the literature, most importantly arising from the common premise that there is one, predominant type of post-war situation. This ‘post-war state’ is often endowed with certain generic features that predispose it towards violence, such as a weak state, criminal elements generated by the war-time economy, demobilized but not demilitarized or reintegrated ex-combatants, impunity and rapid liberalization. The premise of this volume differs. It argues that features which constrain or encourage violence stack up in ways to create distinct and different types of post-war environments. Critical factors that shape the post-war environment in this respect lie in the war-to-peace transition itself, above all the outcome of the war in terms of military and political power and its relationship to social hierarchies of power, normative understandings of the post-war order, and the international context. This book will of much interest to students of war and conflict studies, peacebuilding and IR/Security Studies in general.

Since 2000, this Central Asian state has seen major political violence end, countrywide order emerge and the peace agreement between the parties of the 1990s civil war hold. Superficially, Tajikistan appears to be a case of successful international intervention for liberal peacebuilding, yet the Tajik peace is characterised by authoritarian governance. Via discourse analysis and extensive fieldwork, including participant-observation with international organizations, the author examines how peacebuilding is understood and practised. The book challenges received wisdom that peacebuilding is a process of democratisation or institutionalisation, showing how interventions have inadvertently served to facilitate an increasingly authoritarian peace and fostered popular accommodation and avoidance strategies. Chapters investigate assistance to political parties and elections, the security sector and community development, and illustrate how transformative aims are thwarted whilst ‘success’ is simulated for an audience of international donors. At the same time the book charts the emergence of a legitimate order with properties of authority, sovereignty and livelihoods. Providing a challenge to the theoretical literature on peacebuilding and concentrating on an under-studied Central Asian state, this book will be of interest to academics working on Peace Studies, International Relations and Central Asian Studies.

By developing a new theory of postconflict violence Patrick Barron's When Violence Works makes a significant contribution to our understanding. Barron picks out three postconflict regions in Indonesia in which to analyze what happens once the "official" fighting ends: North Maluku has seen peace consolidated; Maluku still witnesses large episodes of violence; and Aceh experiences continuing occurrences of violence but on a smaller scale than in Maluku. He argues that violence after war has ended (revenge killings, sexual violence, gang battles, and violent crime, in addition to overtly political conflict) is not the result of failed elite bargains or weak states, but occurs because the actors involved see it as beneficial and lowcost. His findings pertain directly to Indonesia, but the theory will have relevance far beyond as those studying countries such as Colombia, the Philippines, Iraq, Afghanistan, and Syria seek a framework in which to assess what happens after war ends. Barron's theory also provides practical guidance for policymakers and development practitioners. Ultimately, When Violence Works pushes forward our understanding of why postconflict violence occurs and takes the forms it does.

Building on fieldwork and socio-historical analysis, this book shows how extralegal groups are driven to provide basic governance goods in their bid to create a stable commercial environment. This is a story about how their livelihood strategies merged with the opportunities of Liberia's post-war political economy. But it is also a context-specific story that is rooted in the country's geography, its history of state-making, and its social and political practices. This volume demonstrates that extralegal groups do not emerge in a vacuum. In areas of limited statehood, where the state is weak and political authority is contested, where rule of law is corrupted and government distrust runs deep, extralegal groups can provide order and dispute resolution, forming the basic kernel of the state. This logic counters the prevailing 'spoiler' narrative, forcing us to reimagine non-state actors and recast their roles as incidental statebuilders in the evolutionary process of state-making. This leads to a broader argument: it is trade, rather than war, that drives contemporary statebuilding. The text adds to the Derridean lexicon by developing the idea of a ‘deconstructive conclusion’, which challenges historical understandings of conflicts at the same time as challenging their consequences in the present. The study provides a critical contribution to peacebuilding and International Relations literature, by demonstrating how Derridean concepts can be utilised to provide fresh understandings of conflict and post-conflict situations, as well as allowing for political interventions to be made into these processes.
