Book excerpt: When a country emerges from violent conflict, the management of the environment and natural resources has important implications for short-term peacebuilding and long-term stability, particularly if natural resources were a factor in the conflict, play a major role in the national economy, or broadly support livelihoods. Only recently, however, have the assessment, harnessing, and restoration of the natural resource base become essential components of postconflict peacebuilding. This book, by thirty-five authors, examines the experiences of more than twenty countries and territories in assessing post-conflict environmental damage and natural resource degradation and their implications for human health, livelihoods, and security. The book also illustrates how an understanding of both the risks and opportunities associated with natural resources can help decision makers manage natural resources in ways that create jobs, sustain livelihoods, and contribute to economic recovery and reconciliation, without creating new grievances or significant environmental degradation. Finally, the book offers lessons from the remediation of environmental hot spots, restoration of damaged ecosystems, and reconstruction of the environmental services and infrastructure necessary for a sustainable peace. Assessing and Restoring Natural Resources in Post-Conflict Peacebuilding is part of a global initiative to identify and analyze lessons in post-conflict peacebuilding and natural resource management. The project has generated six books of case studies and analyses, with contributions by practitioners, policy makers, and researchers. Other books address highvalue resources, land, water, livelihoods, and governance.

Book excerpt: As a basic human need, the provision of safe water is among the highest priorities of government and humanitarian interventions during post-conflict recovery and peacebuilding. In the aftermath of war, water, sanitation, and infrastructure play a critical role in the recovery of livelihoods and economic development. Moreover, shared waters have great potential for interstate cooperation, assisting to rebuild trust following conflict and to prevent a return to conflict. This volume draws on studies from around the world to create a framework for understanding how water resources decisions and activities can facilitate or undermine peacebuilding in a post-conflict setting.

Book excerpt: Sustaining and strengthening local livelihoods is one of the most fundamental challenges faced by post-conflict countries. By degrading the natural resources that are essential to livelihoods and by significantly hindering access to those resources, conflict can wreak havoc on the ability of war-torn populations to survive and recover. This book explores how natural resource management initiatives in more than twenty countries and territories have supported livelihoods and facilitated post-conflict peacebuilding. Case studies and analyses identify lessons and opportunities for the more effective design of interventions to support the livelihoods that depend on natural resources – from land to agriculture, forestry, fisheries, and protected areas. The book also explores larger questions about how to structure livelihoods assistance as part of a coherent, integrated approach to post-conflict redevelopment. Livelihoods and Natural Resources in Post-Conflict Peacebuilding is part of a global initiative to identify and analyze lessons in post-conflict peacebuilding and natural resource management. The project has generated six books of case studies and analyses, with contributions from practitioners, policy makers, and researchers. Other books in this series address high value resources, land, water, assessing and restoring natural resources, and governance.

Available in PDF, EPUB and Kindle. Book excerpt: For most post-conflict countries, the transition to peace is daunting. In countries with high-value natural resources – including oil, gas, diamonds, other minerals, and timber –the stakes are unusually high and peacebuilding is especially challenging. Resource-rich post-conflict countries face both unique problems and opportunities. They enter peacebuilding with an advantage that distinguishes them from other war-torn societies: access to natural resources that can yield substantial revenues for alleviating poverty, compensating victims, creating jobs, and rebuilding the country and the economy. Evidence shows, however, that this opportunity is often wasted. Resource-rich countries do not have a better record in sustaining peace. In fact, resource-related conflicts are more likely to relapse. Focusing on the relationship between high-value natural resources and peacebuilding in post-conflict settings, this book identifies opportunities and strategies for converting resource revenues to a peaceful future. Its thirty chapters draw on the experiences of forty-one researchers and practitioners – as well as the broader literature – and cover a range of key issues, including resource extraction, revenue sharing and allocation, and institution building. The book provides a concise theoretical and practical framework that policy makers, researchers, practitioners, and students can use to understand and address the complex interplay between the management of high-value resources and peace. High-Value Natural Resources and Post-Conflict Peacebuilding is part of a global initiative led by the Environmental Law Institute (ELI), the United Nations Environment Programme (UNEP), the University of Tokyo, and McGill University to identify and analyze lessons in natural resource management and post-conflict peacebuilding. The project has generated six edited books of case studies and analyses, with contributions from practitioners, policy makers, and researchers. Other books in the series address land; water; livelihoods; assessing and restoring natural resources; and governance.

Available in PDF, EPUB and Kindle. Book excerpt: Armed conflict and military activities have serious adverse impacts on the environment. Modern weaponry, troop movements, landmines, hazardous military waste, and the destruction of forests for military use are a few sources of harm to the environment both during armed conflict and peacetime military activities. Ecological assaults in combat areas are often kept a secret by the government, resulting in even greater humanitarian and environmental harm. Environmental degradation is increasingly being recognized as one of the most significant challenges of the 21st century and its effects are being felt worldwide. Both domestic and international legislations have been inadequate in mitigating the impact of military activities. This book provides details of the environmental destruction wreaked during international and non-international armed conflicts and argues that the existing legal regime for the protection of the environment during armed conflict requires substantial modification. It puts forward the view that though it is inconceivable to impose an absolute ban on environmental damage during military operations, strengthening and clarifying the existing laws protecting the environment in times of conflict, and enforcing environment-friendly practices among military forces could go a long way in protecting natural assets of our earth.

Despite the fall of the Taliban, Afghanistan remains a country in dire need of strong international support. Only with an understanding of the conditions in both urban and rural areas will the international community be able to offer aid and remain committed to long-term development. This fascinating and clearly written book mines a rich and unique array of data, which was collected in rural areas of Afghanistan by an expert team of researchers, to analyze countrywide trends in the relationship between human security and livelihoods. The team's research and recommendations, published here for the first time, suggest that international assistance or national development strategies that ignore the long-term developmental and structural goals and sideline the moderate elements of Afghan society will be doomed to failure. The authors' deeply informed policy recommendations will help to focus further action on vital issues such as co-optation of aid by armed political groups; water scarcity; contamination and degradation of the environment; education; health care; agriculture, livestock, and land health; and justice. A valuable resource for students, policymakers, donor governments, and national and international organizations, Life and Security in Rural Afghanistan opens a rare window into the otherwise hidden lives of the people of rural Afghanistan.
