Book excerpt: Hungarian economist Janos Kornai first used the metaphor of a single path to postsocialist transition in his earlier book, The Road to a Free Economy. The new metaphor that frames this collection of eight recent studies reflects a broader perspective and understanding of the complexities of transition: every highway and byway leads eventually to capitalism, Kornai observes, but to what kind, how fast, and at what cost? Who wins and who loses? Kornai draws from his experiences of Hungarian reform as well as from countries of the former Soviet Union to make several major points. The first three studies describe what went wrong in countries that tried to mix elements of planned and market economies. Efforts made by communist countries to introduce market socialism (the "middle road") contained an inherent contradiction between the logic of socialism and the logic of a free enterprise system, and were doomed to failure. In the studies that follow, Kornai analyzes the on-going dilemmas. The transition from communism to free enterprise is filled with daunting hurdles; it requires no less than redefining ownership, changing values concerning the distribution of wealth, transferring the control of political power, creating financial institutions and enforcing financial discipline, and making deep economic sacrifice. Kornai closes with an overall survey of postsocialist transition, describing the stages that countries tend to go through, that will be particularly useful to scholars of comparative economic systems.

Leszek Balcerowicz, President of the National Bank of Poland and former Deputy Prime Minister of Poland, one of the leading reformers in eastern Europe, discusses the varying outcomes of transitions in different countries, showing that it was policies, more than initial conditions, which produced the differences. He argues that the larger the scope of market-oriented reforms the better the performance in terms of growth, low inflation and environmental improvement. The presence of competent and determined reformers has also been a crucial factor in successful transformations.

Book excerpt: In the early 1990s, the countries of the former Soviet Bloc faced an urgent need to reform the systems by which they delivered broad, basic social welfare to their citizens. Inherited systems were inefficient and financially unsustainable. Linda J. Cook here explores the politics and policy of social welfare from 1990 to 2004 in the Russian Federation, Poland, Hungary, Belarus, and Kazakhstan. Most of these countries, she shows, tried to institute reforms based on a liberal paradigm of reduced entitlements and subsidies, means-testing, and privatization. But these proposals provoked opposition from pro-welfare interests, and the politics of negotiating change varied substantially from one political arena to another. In Russia, for example, liberalizing reform was blocked for a decade. Only as Vladimir Putin rose to power did the country change its inherited welfare system. Cook finds that the impact of economic pressures on welfare was strongly mediated by domestic political factors, including the level of democratization and balance of pro- and anti-reform political forces. Postcommunist welfare politics throughout Russia and Eastern Europe, she shows, are marked by the large role played by bureaucratic welfare stakeholders who were left over from the communist period and, in weak states, by the development of informal processes in social sectors.

In his first decree Boris Yeltsin proclaimed education a top priority of state policy. Yet the economic decline which accompanied the collapse of the Soviet Union dealt a crippling blow to reformist aspirations, and to the existing school system itself. The public lost faith in school reform and by the mid-1990s a reaction had set in. Nevertheless, large-scale changes have been effected in finance, structure, governance and curricula. At the same time, there has been a renewed and widespread appreciation for the positive aspects of the Soviet legacy in schooling. The dismantling of the Warsaw Pact, the Council for Mutual Economic Assistance, the Communist Party apparatus, and the various manifestations of the nomenklatura' political control system have meant different things in different countries, but throughout the region we have witnessed a struggle to replace an authoritarian, one-party political system and a command economy with something resembling Western-style constitutional democracy and market economics. Accompanying this struggle have been attempts to transform the legal structure of these countries. It is no exaggeration to claim that lawyers, and particularly legal scholars, have played a central role in the struggle for reform in post-communist Europe. As conceived by its principal organizer and editor (Stanislaw Frankowski), this study gives these scholars an opportunity to express their perceptions of the success achieved to date and the work still remaining. A secondary goal is to expose a Western audience to the views and insights of legal scholars who have worked within the Central and Eastern European traditions. The four parts of this book reflect the principal areas in which legal reform seemed essential. First comes the reconstitutionalization of the societies in question, which means above all else the elimination of single-party politics and the notion of unity of powers. Then comes the creation of the legal institutions that would make possible a civil society under law. Then the institutions that moderate and control theuses of state power to discipline and punish persons that have transgressed the society's norms. Finally there is the question of how law reform had dealt with industrial democracy and the anticipated transformation of the workplace.
