The global economic crisis of 2008-2009 exposed systemic failings at the core of economic policy making worldwide. The crisis came on top of several other crises, including skyrocketing and highly volatile world food and energy prices and climate change. This book argues that new policy approaches are needed to address such devastating global development challenges and to avoid the potentially catastrophic consequences to livelihoods worldwide that would result from present approaches. The contributors to the book are independent development experts, brought together by the UN to identify a development strategy capable of promoting a broad-based economic recovery and at the same time guaranteeing social equity and environmental sustainability both within countries and internationally. This new development approach seeks to promote the reforms needed to improve global governance, providing a more equitable distribution of global public goods. The contributors offer a critical evaluation of past development experiences and report on their creative search for new and well-thought out answers for the future. They suggest that economic progress, fairer societies and environmental sustainability can be compatible objectives, but only when pursued simultaneously by all.

The Declaration included development targets to be reached by 2015, which were to become known as the Millennium Development Goals (MDGs). Book excerpt: The Millennium Development Goals (MDGs) were launched at the UN General Assembly in 2001, and have had great influence on the field of international development. The Goals cover areas such as extreme poverty (i.e. living on less than US$1.25 per day), primary education, child and maternal mortality, and HIV/AIDS; each Goal is supported by underlying targets, most of which have a target date of 2015. In July 2012, the UN Secretary-General established a High-level Panel, tasked with making recommendations as to what should replace the MDGs after 2015. Under the MDGs, some of the targets are phrased in universal terms, but others are relative - on extreme poverty, for example, the target is not to eliminate it but to reduce it by half. The Prime Minister has argued that the post-2015 framework should aim for the elimination of extreme poverty, and the Committee agrees. Another key debate is whether the post-2015 framework should incorporate issues of environmental sustainability, again supported by the Committee. The MDGs undoubtedly had great resonance around the world. The simplicity and measurability of the MDGs, and the level of responsibility countries have taken for meeting them, have been crucial factors in their success. For those involved in developing the post-2015 framework, the most critical task is to ensure that these strengths are retained.

Book excerpt: "In September 2011, the Secretary-General requested Under-Secretary-General for Economic and Social Affairs and the Administrator of the United Nations Development Programme (UNDP) "to establish a core group of dedicated senior technical experts to coordinate system-wide preparations on ongoing efforts and propose a unified vision and road map for the definition of a United Nations development agenda post-2015, in consultation with all stakeholders." As a result of this request, the United Nations System Task Team on the Post-2015 United Nations Development Agenda (UNTT) was established and launched in January 2012. UNTT is co-chaired by the United Nations Department of Economic and Social Affairs (DESA) and UNDP, and is composed of more than 60 entities of the United Nations system, including all the Regional Commissions. Its terms of reference include the formulation of a system-wide vision and road map to contribute to the global debate on the post-2015 United Nations development agenda. In June 2012, UNTT issued a report to the Secretary-General entitled "Realizing the Future We Want for All". The report identifies a future vision based on the core values of human rights, equality and sustainability, and proposes to reorganize a post-MDG framework along four dimensions: (i) inclusive social development; (ii) inclusive economic development, (iii) environmental sustainability, and (iv) peace and security. The report concludes by stressing the need to develop a post-2015 agenda that responds to people's aspirations through "clear, easy-to communicate goals that will help guide coherent policy action at the global, regional and national levels."
