The Treaty on European Union unequivocally declares that the contracting parties are the Member States of the EU. However, a closer examination casts some doubt of the unitary status of Member States, or at least suggests that the concept requires nuancing. Whilst diversity, and to some extent differentiation, have been part and parcel of the European integration process since its inception, Redefining EU Membership proposes that, considering several developments, a new reflection on membership within the EU and on differentiation in and outside the EU is required. The volume's contributions are organized around four aspects of the tensions faced by the concept of a unitary and formal EU membership: first, an examination of key policy areas which have already witnessed various forms of differentiated integration; second, an analysis of 'special statuses' within the EU; third, important examples of non-Member States in which EU law is applied (with and without their participation in the EU's decision-making process); and fourth, the situation of states under accession or secession procedures which obliges them to accept EU norms and policies even prior to/after formal membership. However, a sustained fiscal deficit has contributed to raising public debt as a share of GDP to its highest level since World War II, with a further substantial increase in prospect over coming decades as the population ages. To put the public finances on a more sustainable path, a multi-year fiscal adjustment should be enacted that achieves savings on pensions and healthcare and raises taxation, including on capital incomes. A more medium-term oriented and less complicated federal budgeting process would support this. At the same time, economic growth would benefit from productivity enhancing reforms that promote competition, including through maintaining international trade openness and reinforcing relevant skills in the workforce. Efforts to reduce greenhouse gas emissions have accelerated, but further policy measures will be needed to achieve emission reduction targets. Policy options include a package of broad-based carbon pricing, taxes and sectoral policies. As the climate transition further progresses, additional measures will be needed to support displaced workers from fossil fuel industries and for climate adaptation. The Paris Agreement requires that countries undertake a global stocktake beginning in 2023 at the 28th Conference of Parties to be held in Doha and every five years thereafter. Countries will demonstrate aggregate progression towards balancing greenhouse gases by sources and removals, adapting to the threats from climate change, the flow of climate finances, and contribution to the achievement of sustainable development goals. This paper designs an Enhanced Climate Mitigation Actions and Safeguard (ECMAS) Indicator Framework and applies it to 188 Nationally Determined Contributions (NDCs). It assesses the implications of the quality of the information provided to improve clarity, transparency, and understanding of the NDCs. Findings show inconsistencies in terms used to describe emission reduction (ER) targets, unmet mitigation ambitions, and poorly elaborated safeguards. The study concludes that the information in the NDCs may jeopardize the sustainability and inclusiveness of net-zero ER targets and Paris Agreement goals, and the ECMAS Indicator Framework can help countries design and pursue appropriate pathways. Our findings recommend the need for policy guidelines to harmonize terminologies in NDCs, promotion of tools for enhancing net-zero ER targets and strengthening of institutional arrangements for elaborating and ensuring safeguards against socio-ecological inequalities are promoted and respected.
