Book Synopsis The Centrelink Experiment by : John Halligan
Download or read book The Centrelink Experiment written by John Halligan and published by ANU E Press. This book was released on 2008-12-01 with total page 234 pages. Available in PDF, EPUB and Kindle. Book excerpt: Centrelink was established in 1997 as part of the Howard government's bold experiment in re-framing social policy and re-shaping service delivery. Centrelink was the embodiment of a key tenet of the Howard vision for public service: a specialised service delivery 'provider' agency separated from the policy functions of the 'purchaser'. Carved out of a monolithic Department of Social Security, Centrelink was established along 'business lines' operating 320 service centres and delivering payments to 10 million Australians. Although enjoying 'monopoly provider' status, the organisation was required to deliver services to many different clients on behalf of its 'purchasing departments' (up to 25 in total) under the terms of quasi-contractual service agreements. It was meant to demonstrate a greater level of both transparency and accountability for the administration of payments amounting to over $60 billion of Commonwealth expenditure. For many years there was a real 'buzz' around the Centrelink experiment and staff and clients were generally enthusiastic about the transformation. However, after around eight years, the experiment was reined in and Centrelink was placed under closer ministerial direction and under a new managing department. The experiment continues, but its trajectory reflects the different pressures impacting on such dedicated 'services delivery agencies'. John Halligan, Professor of Government at the University of Canberra, is a foremost Australian expert on public sector governance and has published extensively on the evolution, form and behaviour of the public sectors in Australia and overseas. This volume is the culmination of an exhaustive empirical study of the origins and experience of 'the Centrelink Experiment'. I commend this book to researchers, policy practitioners and students with an interest in policy innovation, change management and the realpolitik of public sector reform.

Book Synopsis Public Sector Reform and Performance Management in Developed Economies by : Zahirul Hoque
Download or read book Public Sector Reform and Performance Management in Developed Economies written by Zahirul Hoque and published by Routledge. This book was released on 2021-02-22 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past two decades, there has been a shift of paradigm in public administration and public sector accounting around the world with the increasing emphasis on outcomes as opposed to inputs and outputs focus. Understanding of how government departments and agencies develop and implement outcomes-based approaches to their services and programs to strengthen public accountability, financial scrutiny and good governance worldwide is limited. Covering a selection of international practices on outcomes-based approaches to government departments, agencies and public higher educational institutions in developed economies, this comprehensive compilation provides an essential reading in the public sector accounting, accountability and performance management field. The contributions are grouped into three jurisdictions: Australasia, UK and Europe, and North America. It incorporates outcomes-based practices in public services from advanced economies and will be of significant interest to global public sector regulators, consultants, researchers, and academic communities as well as academic researchers in public administration and development studies fields. The insights offered by a country-specific practice will also be useful to governments in other countries implementing similar systems and practices and facing similar socio-political environments. This book will also help to gain an understanding of the issues of government accountability from a management point of view as well as from a socio-political point of view.
Book Synopsis The Oxford Handbook of Public Management by : Ewan Ferlie
Download or read book The Oxford Handbook of Public Management written by Ewan Ferlie and published by Oxford University Press. This book was released on 2005-10-27 with total page 816 pages. Available in PDF, EPUB and Kindle. Book excerpt: The public sector continues to play a strategic role across the world. The last thirty years have seen major shifts in approaches to public sector management in many countries. There is also a fierce debate across academic disciplines about contemporary public administration/management: some advocate the use of more managerialist approaches; while others see managerialism as undermining democratic institutions. New roles have arisen, such as programme evaluation, management consulting, and reliance on NGOs and partnerships, which require new assessments. There is an intensified need for an analysis of contemporary public sector organisations, which are changing rapidly before our eyes. It is thus time for an authoritative treatment of the major trends in public management, embracing both their intended and unintended consequences. This Handbook brings together leading international scholars to comment on key current issues. The individual chapters include broad overviews, in depth explorations of particular thematic areas, and analyses of different theoretical perspectives such as political science, management, sociology, and economics. The authors have space to develop their distinctive arguments. The editors provide an overall concluding chapter. The Handbook combines scholarly rigour, engaging writing and high policy relevance. It will be invaluable to advanced students, researchers and reflective public sector practitioners.
