Available in PDF, EPUB and Kindle. Book excerpt: Future growth in the countries in Eastern Europe and Central Asia (ECA) will increasingly depend on innovation. And innovation requires skills. This makes it important, as countries plan for recovery, to undertake reforms to reduce the skills shortages that the previous growth episode exposed. Education systems have a very important role to play in creating the right skills. But education systems in the region fall short of the demands of their economies in two major ways. The first is that despite high levels of enrollment they do not produce enough graduates with the right skills. Students graduate with diplomas, not with skills, because the quality of the education for many students is poor. In large part this is because education systems remain focused on providing an excellent education to a few at the expense of improving the quality of learning for the majority. Moreover, the systems are still making the transition from teaching the basics to inculcating higher order skills such as critical-thinking and problem solving. The second way in which education systems fall short is that outside of a few countries in the EU there are few opportunities for adults to retrain, or acquire new skills. This book argues that generating more of the right skills requires a fundamental change of approach in the education systems in the region so that they aim for, and deliver, higher quality education for the vast majority of students (not just diplomas but skills). To start with, education systems need to turn the lights on and take seriously the measurement of what students actually learn as opposed to measurement of the inputs into the education process on the implicit assumption that learning follows. Policy makers also need to move away from the focus on inputs and processes and increase the emphasis on incentives.

Book Synopsis Fiscal Policy and Economic Growth by : Cheryl Williamson Gray
Download or read book Fiscal Policy and Economic Growth written by Cheryl Williamson Gray and published by World Bank Publications. This book was released on 2007 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: Worldwide experience highlights public finance policies that promote economic growth while meeting the need for fundamental public goods. Macroeconomic stability is essential, as large budget deficits retard growth, followed by moderate levels of public spending - around one-third of GDP or less - especially when governance and public administration are weak; that in turn requires efficiency, particularly in areas such as infrastructure, health, education, and social protection; finally, lower income and payroll tax rates can spur investment and employment. The Eastern European and Central Asia countries pioneered flat income taxes without generally suffering revenue losses as a result, but they have not addressed the problem of high payroll taxes and still face many hurdles in improving the efficiency and effectiveness of public spending and revenue generation.

This book was released on 2021-05-12 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report consists of two main sections: 1) a situation analysis of Sustainable Development Goal 2 Target 2.1 (to end hunger and ensure access to food by all) and Target 2.2 (to end all forms of malnutrition) and analyses of the diets of children and of current food consumption patterns relative to dietary guidelines; and 2) a special look at the cost and affordability of healthy diets in Europe and Central Asia. The new estimates confirm that the prevalence of hunger at chronic or severe levels is relatively low in the ECA region. However, the prevalence of food insecurity at moderate or severe levels can be quite high. The ongoing COVID-19 pandemic continues to add people to the ranks of the food insecure. The ECA region is making progress overall in reducing malnutrition, but it is not on track regarding childhood overweight, adult obesity, anaemia and exclusive breastfeeding. Healthy diets protect against the effects of malnutrition, in all its forms, and promote better health. This report shows that healthy diets cost, on average, five times more than diets that meet only dietary energy needs, making them unaffordable for many people throughout the region. To increase the affordability of healthy diets, the costs of nutritious foods must be lowered. This report also shows that hidden costs are much lower with healthy diets than with current consumption patterns, meaning that adopting healthy diet alternatives could lead to large cost savings.

Download or read book The Economies of the Balkan and Eastern Europe Countries in the Changed World written by Anastasios G. Karasavvoglou and published by Cambridge Scholars Publishing. This book was released on 2011-01-18 with total page 485 pages. Available in PDF, EPUB and Kindle. Book excerpt: The rapid changes in the economic and political climate of the Balkan and the Black Sea countries demand continuous adjustments in the mixture of the implemented economic policy in the area. Under this framework, there is a special interest to investigate the impact of the global economic reality in these economies, the importance of their integration in the European Union, as well as the foundation of various regional organizations that host many countries of the specific area. Taking into consideration the current developments within the European Union, the economic crisis that strikes the peripheral EU countries and the dispute over the credibility of the euro currency, economists need to enhance the effectiveness of regional development, to underline the value of FDI and entrepreneurship of the countries of the Balkan and the Black Sea, to assist the bank sector in order to support the level of productivity, to control the financial flows with the help of auditing structures and to exploit human recourses in order to achieve economical reforms in these countries. The current volume approaches, among others, the above matters and aspires to contribute to the further investigation of the possibilities and the perspectives of the economies of the region.
