Since the 1960s two overlapping but fairly distinct research communities and traditions have developed concerning ideas about the quality of life, individually and collectively, one with a fairly narrow focus on health-related issues and one with a quite broad focus. In many ways, the central issues of these fields have roots extending to the observations and speculations of ancient philosophers, creating a continuous exploration by diverse explorers in diverse historic and cultural circumstances over several centuries of the qualities of human existence. What we have not had so far is a single, multidimensional reference work connecting the most salient and important contributions to the relevant fields. Entries are organized alphabetically and cover basic concepts, relatively well established facts, lawlike and causal relations, theories, methods, standardized tests, biographic entries on significant figures, organizational profiles, indicators and indexes of qualities of individuals and of communities of diverse sizes, including rural areas, towns, cities, counties, provinces, states, regions, countries and groups of countries.

Most countries experienced initial drops in output during transition, followed by recovery in the second half of the 1990s. The path of transition in the Western Balkans has however been particularly uneven. The effects of transition also seem to have been more traumatic and persistent in the Western Balkans, and nostalgia for the past appears to be more prevalent here than in other former communist regions. Such dissatisfaction has important implications for the political economy of further reforms. This paper aims to inform policy by complementing the analysis of standard macro-level measures of inequality and poverty with a household-level analysis of subjective perceptions of poverty. We find that many more people appear to feel poor than are classified as such using purely income-based measures. Uncertainty, in particular related to expectations of future income and vulnerability to shocks, appears to be a key driver behind this discrepancy.

A combination of theory and empirical application is achieved by using the theoretical model on a sizeable data set derived from an extensive survey conducted in eight European countries. The nature of poverty is thereby empirically defined (and not a priori) as being the income level at which households feel that their income is just between sufficient and insufficient.An aggregate poverty index, associated with this poverty line definition, is calculated for each country and for subgroups within each country.Conclusions for social policy are drawn, describing which groups are at especially high risk of entering poverty, and who therefore need more specific policies. It is also discussed to what extent economic growth will eliminate poverty and which alternative measures are available.

That said, there is much less agreement on the best ways in which those deprivations should be measured, and on whether or how information on them should be aggregated. Monitoring Global Poverty: Report of the Commission on Global Poverty advises the World Bank on the measurement and monitoring of global poverty in two areas: What should be the interpretation of the definition of extreme poverty, set in 2015 in PPP-adjusted dollars a day per person? What choices should the Bank make regarding complementary monetary and nonmonetary poverty measures to be tracked and made available to policy makers? The World Bank plays an important role in shaping the global debate on combating poverty, and the indicators and data that the Bank collates and makes available shape opinion and actual policies in client countries, and, to a certain extent, in all countries. How we answer the above questions can therefore have a major influence on the global economy.

A sample of some 1500 adults aged 65-84 is taken as the basis for a systematic comparison of the demographic and socioeconomic characteristics of three – overlapping – groups of potentially vulnerable pensioners: those who are income-poor (objective measure), those who report difficulties making ends meet (subjectively self-assessed measure) and those who worry about not having enough money for current expenses (subjectively perceived measure). Theoretical and empirical evidence is offered for the distinctiveness of the two subjective indicators, one of which assesses the experience of economic strain while the other captures the individual’s response in terms of stress. The conceptual contribution of this research includes a typology of economic vulnerability: eight distinct profiles emerge at the intersection of the objective, self-assessed and perceived measures. These profiles correspond to specific risk constellations, and they reflect varying degrees of human agency in dealing with economic vulnerability.
