While previous scholarship saw Justi as quintessentially a German thinker, this analysis argues that his thought was a by-product of the broader European intellectual discourse on the political implications of modern trade. Writing between the conclusion of the War of the Austrian Succession (1748) and the end of the Seven Years War (1763) - when competition among European powers was sharply on the increase - Justi's aim was to create modern commercial monarchies in the larger states of the Holy Roman Empire that could equal the military strength, political standing and economic performance of England and France. Shedding fresh light on Justi's tortuous biography and complex oeuvre this study unveils the critical impact that French thinkers such as Fénelon, Saint-Pierre, d'Argenson and Montesquieu exerted on Justi's ideas and demonstrates that his economic thought was part and parcel of an innovative and comprehensive political reform plan for the entire European state system.

Incentives and Political Economy uses recent advances in contract theory to build a normative approach to constitutional design in economic environments.The first part of the book remains in the tradition of benevolent constitutional design with complete contracting. It treats politicians as informed supervisors and studies how the Constitution should control them, in particular to avoid capture by interest groups. Incentive theories for the separation of powers or systems of checks and balances are developed.The second part of the book recognises the incompleteness of the constitutional contract which leaves discretion to the politicans selected by the electoral process. Asymmetric information associates information rents with economic policies and the political game becomes a game of costly redistribution of those rents. Professor Laffont investigates the trade-offs between an inflexible constitution which leaves little discretion to politicians but sacrifices ex post efficiency and a constitutionweighted towards ex post efficiency but also giving considerable discretion to politicians to pursue private agendas.The final part of the book reconsiders the modeling of collusion given asymmetric information. It proposes a new approach to characterizing incentives constraints for group behaviour when asymmetric information is non-verifiable. This provides a methodology to characterise the optimal constitutional response to activities of interest groups and to study the design of any institution in which group behavior is important.

Book excerpt: A classic of Marxism, Anti-Dühring was highly recommended by Lenin as a ‘text book’ of scientific socialism. It was originally written as a polemic against Eugen Dühring, a German revisionist who challenged the basic ideas of Marxism by counterposing his own ‘scientific’ theories within the Social Democratic Party of Germany. Very reluctantly, Engels was forced to take up these ideas and in doing so explained in the clearest fashion the revolutionary theories of Marxism. The original title was Herr Eugen Dühring’s Revolution in Science, but it became popularly known as Anti-Dühring. It was the first popular exposition of Marxist theory as a whole and the titles of the three parts – philosophy, political economy, socialism – are enough to indicate the broad scope of this famous work. Originally published in parts in the Leipzig Vorwärts, starting in 1877, and in book form in 1878, Anti- Dühring set out to demolish the ‘system creating’ claims of Dühring. Whilst Dühring himself is now a completely forgotten figure, this polemic has been a masterpiece of Marxist literature for more than 130 years and served to educate numerous generations in the fundamental ideas of scientific socialism.
