Book excerpt: Toutes les réformes éducatives opérées au Bénin ont certes apporté chacune, une touche d'amélioration au système éducatif. C'est au cours de la décennie 90 qu'a été initiée la décentralisation territoriale et par conséquent celle du secteur de l'éducation et de la formation. Grâce à cette décentralisation, les communes béninoises, seul échelon décentralisé se sont vues transférer un certain nombre de compétences dont l'éducation et la formation. Néanmoins, le transfert de dotations devant suivre le transfert des compétences n'étant pas suffisant, les collectivités territoriales béninoises ne peuvent pas consacrer une part importante de leur budget à la gestion matérielle de l'éducation et de la formation. Alors, elles sont contraintes de se tourner vers leurs homologues étrangères dont celles françaises en vue de réaliser leur planification relative à ladite compétence. Et, d'ailleurs, le cadre juridique de la décentralisation leur concède cette faculté d'entreprendre la coopération décentralisée, laquelle dépasse le cadre français de la dite coopération. En effet, elles peuvent nouer des partenariats avec des collectivités territoriales étrangères, des organismes et associations voire des organisations non gouvernementales internationales. Le soutien, à la fois matériel, technique et financier de tous les partenaires des communes béninoises leur a permis de rendre performantes les politiques publiques de l'éducation et de la formation au Bénin. Comme effet de cette coopération décentralisée, on assiste aujourd'hui, au Bénin, à une floraison d'écoles et de salles de classes modernes bien équipées en mobiliers voire des matériels pédagogiques, didactiques et informatiques appropriés sans oublier les cantines et internats pour élèves nécessiteux. Il y a aussi les enseignants, qui par le biais de la coopération décentralisée, ont bénéficié des formations avec une amélioration des conditions de vie telle que la revalorisation de salaire. La conséquence de cette coopération, c'est que le Bénin a dépassé le taux de 100% en matière de scolarisation universelle tout en ayant amélioré le taux de maintien, l'écart entre filles et garçons, voire le ratio enseignant/élèves. Également, les centres de formation construits grâce à la coopération décentralisée permettent de former des apprentis susceptibles de satisfaire les attentes des entreprises artisanales locales sans toutefois oublier l'accroissement du taux d'alphabétisation suscitant la réduction de la pauvreté.

The author had the privilege to immerse himself, around the clock, in the Yakaphones’ activities and thoughts in southwest DR Congo from 1972 to 1974, and intermittently in Kinshasa’s shanty towns, from 1986 to 2003. The author first examines what sparked his choice to come to Congo, and then to pursue research among the Yakaphones in the borderland with Angola. He then invites us to follow the trajectory of his plural anthropological view on today’s multicentric world. It leads us to his praise for honorary doctor Jean-Marc Ela’s work. He then examines the proletarian outbursts of violence that rocked Congo’s major cities in 1991 and 1993. These can be read as a settling of scores with the disillusioning colonial and missionary modernisation, along with president Mobutu’s millenarian Popular Movement of the Revolution. Furthermore, after considering the morose reduction of a major Yaka dancing mask into a mere museum-bound curio in Antwerp, the book unravels the Yakaphones’ perspectives on spirits and sorcery’s threat. It also analyses their commitment to classical Bantu-African healing cults, along with their parallel consulting physicians and healers. By sharing the Yakaphones’ life-world, the analysis highlights their body-group-world weave, interlaced by the principle of co-resonance. A phenomenological and perspectivist look unfolds the local actors’ views, thereby disclosing the Bantu-African genius and setting for a major reversal of perspectives. Indeed, seeing 'here' from 'there' allows the author to uncover some alienating dynamics at work in his native Belgian Flemish-speaking culture. To better grasp the realm of life beyond the speakable and factual reasoning, the approach occasionally turns to the later Lacan’s focus on the unconscious desire, the body and its affects. The book addresses students and researchers in the humanities and, more broadly, all those immersed in the heat of the encounter with the culturally different.
