Book Synopsis The European Commission and Bureaucratic Autonomy by : Antonis A. Ellinas
Download or read book The European Commission and Bureaucratic Autonomy written by Antonis A. Ellinas and published by . This book was released on 2014-05-14 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the struggle of the European Union bureaucracy to maintain its autonomy in an increasingly complex institutional setting and adverse political environment. Using an original survey of nearly two hundred top European Commission officials, it shows that the Commission is a coherent organization that shares a common culture of supranationalism. The European Union's multicephalous structure of political authority limits the capacity of European politicians to curb the autonomy of the Commission but tends to undermine the legitimacy of the organization, which finds itself under persistent political attacks. These attacks inadvertently help the organization bolster its defenses against the external threats and trigger internal legitimation processes that reinforce the devotion of its employees to its institutional mission. The rich survey data show how Commission bureaucrats establish themselves as the 'custodians of Europe'. The book helps disentangle the complexity of the Commission and makes a contribution to the study of international bureaucracies, a topic that has received little attention.

Book Synopsis Lobbyists and Bureaucrats in Brussels by : Sylvain Laurens
Download or read book Lobbyists and Bureaucrats in Brussels written by Sylvain Laurens and published by Routledge. This book was released on 2017-09-18 with total page 401 pages. Available in PDF, EPUB and Kindle. Book excerpt: With over 30,000 lobbyists in town, Brussels is often called the European capital of lobbying. Despite this, little is known on how this political system works in practice. This book offers an unprecedented window into the everyday relationships between bureaucrats and interest representatives. Where the media only shows lobbyists as they meet MEPs and submit amendments, the book argues that the bulk of their work is done in close contact with EU bureaucrats – a form of ‘quiet politics’ developed by the business community, targeting officials with little public exposure. Based on official archives, the book first sets the historical picture for the emergence of a new layer of bureaucrats; fuelled by European and transatlantic capitalism, it altered the political façade of the business community to fulfil its need for legitimacy. Drawing from observations of internal meetings of the main lobbies operating in Brussels and interviews with lobbyists and Commission officials, the book then shows lobbyists at work. This text will be of key interest to scholars, students and practitioners of the European Union, interest groups, and more broadly to political science and sociology.
Book Synopsis Bureaucratic Elites in Western European States by : Edward C. Page
Download or read book Bureaucratic Elites in Western European States written by Edward C. Page and published by OUP Oxford. This book was released on 1999-12-09 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: Bureaucratic Elites in West European States provides valuable information about the structures and composition of the higher civil service and its position in the political structure through a comparative analysis of Britain, France, Germany, Italy, Spain, Belgium, the Netherlands, Austria, Greece, Denmark, and Sweden. The book explores how higher civil service has developed in the light of the massive changes in European societies in the past thirty years. Changes include the size of the top level of the civil service, the growing social diversity of its ranks and well as the tendency to recruit from outside the civil service. The book also examines how wider social changes, such as the democratisation of education, the growth of interest groups, and the increasing importance of the European Union impact on the higher levels of bureaucracy producing similar patterns of change throughout Europe.

Available in PDF, EPUB and Kindle. Book excerpt: This book applies established analytical concepts such as influence, authority, administrative styles, autonomy, budgeting and multilevel administration to the study of international bureaucracies and their political environment. It reflects on the commonalities and differences between national and international administrations and carefully constructs the impact of international administrative tools on policy making. The book shows how the study of international bureaucracies can fertilize interdisciplinary discourse, in particular between International Relations, Comparative Government and Public Administration. The book makes a forceful argument for Public Administration to take on the challenge of internationalization.
Book Synopsis People Who Run Europe by : Edward C. Page
Download or read book People Who Run Europe written by Edward C. Page and published by Clarendon Press. This book was released on 1996-12-26 with total page 194 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the minds of many, Brussels is very closely associated with bureaucracy. Yet we know little about the character of the European Union's bureaucracy. Professor Page draws upon a wide range of empirical sources to present a picture of the administrative system of the EU. He discusses the complexities of its internal organization and goes on to explore the people who work in it. As a multinational organization its procedures for appointment and promotion reflect in part the need to maintain a professional career civil service and in part the desire to secure a fair mix of nationalities among top officials. People who Run Europe looks at the distinctive features of the administrative system which these two principles help to produce as well as at the nature of the people - their backgrounds, careers and skills - who are attracted to it. The author also examines the role of top officials in the decision making process, above all in their dealings with politicians and interest groups.

Book Synopsis Bonfire of bureaucracy in Europe by : Derk Jan Eppink
Download or read book Bonfire of bureaucracy in Europe written by Derk Jan Eppink and published by Lannoo Meulenhoff - Belgium. This book was released on 2010-08-13 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2009, the Dutchman Derk Jan Eppink was elected to the European Parliament to represent Flanders. He was already well-acquainted with Europe's institutions, thanks to his previous experience as an assistant in the European Parliament, as a journalist (NRC Handelsblad, De Standaard), and as a member of the cabinet staff of European Commissioners Frits Bolkestein and Siim Kallas. From the perspective of a real insider, Eppink views the major changes currently taking place in Europe and conducts his own enquiry into the mental state of the European elite. Power in Europe is not vested in people, but in a political-bureaucratic complex which functions all by itself. The European ideal is bureaucratised, while the European institutional elite is becoming ever more isolated from the ordinary people they represent. Europe needs a major rethink, says Eppink, an intellectual change of heart. There must be an end to the unlimited expansion of the bureaucracy with its equally unlimited stream of subsidies. The citizens of Europe must force the EU to focus on its core tasks, such as the internal market and the stability of the euro. The taxpayers must take action themselves. For this reason, Eppink is launching the European Citizens' Initiative against the idea of an EU tax and a larger EU budget (www.noeutax.eu). As a liberal equivalent of Karl Marx might have said: 'Taxpayers of Europe unite!'
