However, developing countries often lack the administrative ability and societal unity to keep the state functioning in an orderly and economically feasible manner without military intervention.Societies, of course, have dealt with the realities of these problems throughout their histories, and the action they have taken at any particular point in time has depended on numerous factors. In the ""first world"" of democratic countries, the civil-military relationship has been thoroughly integrated, and indeed by most modern standards this is seen as essential. However, several influential Western thinkers have developed theories arguing for the separation of the military from any political or social role. Samuel Huntington, emphasized that professionalism would presuppose that the military should intervene as little as possible in the political sphere. Samuel E. Finer, in contrast, emphasizes that a government can be efficient enough way to keep the civil-military relationship in check, ensuring that the need for intervention by the armed forces in society would be minimal. At the time of the book's original publication, perhaps as a consequence of a post-World War II Cold War atmosphere, this was by no means a universally accepted position. Some considered the military to be a legitimate threat to a free society. Book excerpt: The Politics of Military Force examines the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.

Book excerpt: According to a widely shared notion, foreign affairs are exempted from democratic politics, i.e. party-political divisions are overcome-and should be overcome-for the sake of a common national interest. This book shows that this is not the case. Examining votes in the US Congress and several European parliaments, the book demonstrates that contestation over foreign affairs is barely different from contestation over domestic politics. Analyses of a new collection of deployment votes, of party manifestos, and of expert survey data show that political parties differ systematically over foreign policy and military interventions in particular. The left/right divide is the best guide to the pattern of party-political contestation: support is weakest at the far left of the spectrum and increases as one moves along the left/right axis to green, social democratic, liberal and conservative parties; amongst parties of the far right, support is again weaker than amongst parties of the centre. An analysis of parliamentary debates in Canada, Germany, and the United Kingdom about the interventions in Afghanistan and against Daesh in Iraq and Syria shows that political parties also differ systematically in how they frame the use of force abroad. For example, parties on the right tend to frame their country's participation in the US-led missions in terms of national security and national interests whereas parties on the left tend to engage in 'spiral model thinking', i.e. they critically reflect on the unintended consequences of the use of force in fuelling the conflicts with the Taliban and Daesh.

Book excerpt: In his latest book the author of A Sharp Seasoning of Truth proposes a little known organizational system to be used by developing democratic nations to solve deep-rooted non-combat military problems centered on questions of loyalty or allegiance and civil-military relations, as well as the traditional problems of corruption, despotism, nepotism, mutiny, desertion, morale, and soldier-dependent social welfare needs. The basic concept of polwar originated with the Russian commissar system, giving the political cadre absolute control over the communist revolutionary armed forces, thus making them a decisive tool for the preservation of the communist party’s power. In 1924, the concept was introduced in China by Russian advisors, and later was revised and has been used to the present time by both the Communist Chinese and the Nationalists in forms modified to conform to their respective ideologies. In the late 1960s the US Military Assistance Command, Vietnam, attempted, unsuccessfully, to superimpose a polwar system, based upon the Chinese Nationalist model, in the Republic of Vietnam Armed Forces. It proved impossible to do this while the war continued to rage. Politano suggests that now, a U.N. agency could be established for teaching and assisting to institute polwar systems in the armed forces of developing nations at the host country’s request. And he states with conviction: “All they [the host nation], would have to do is ask for my assistance, and I’d go, as long as I still were able to provide it.”
