Book excerpt: the informal construction process of the favelas is an architecture derived from our building practices but less inhibited by preconceived notions of design. in times of limited resources, fast urbanization and increasing demand for shelter, such process in which the materials not only come first but arrive at the construction site before any spatial abstraction has been conceived is a challenge to our creative process. the favela studio was a semester-long exploration of informal settlements searching for creative design solutions as well as a deeper understanding of the issues at Acaba-Mundo favela, a settlement of 1200 people in Belo Horizonte, Brazil.

Book excerpt: An inaugural volume in the International Library of Policy Analysis series, this book brings together eighteen leading Brazilian social scientists who paint the first comprehensive portrait of policy analysis in Brazil. Their contributions trace policy analysis from the 1930s, when it emerged as a tool of Brazilian state building, through the 1980s, when increasing democratization began to allow for citizen participation in public management. Ultimately, policy analysis emerges as a multifaceted activity pursued in an array of contexts, and through a variety of methods, by both governmental and non-governmental actors.

Available in PDF, EPUB and Kindle. Book excerpt: Education is a contested terrain. The symmetry of education reform among the seven countries examined in this volume is remarkable. There is much commonality in the issues they raise, in the competing groups battling over education policy, their policy choices, and the implementation of such policies. Also, all seven countries address the same issues: equity, global competition, the performance of their students. There are at least six important traits characterizing these battles: the context, the combatants, the issues, the process, and the policies. To begin with, history, culture, and governance regime set the context for education policy and reform. Second, there is the process of how these battles are waged--is compromise an outcome or is it a zero sum contest? Third, there appear to be four groups of combatants each with its own ideology representing a particular social class in society and their views about education and its uses: Conservatives, Socialists, Neo-Liberals, and Elites. Education is an important and valued resource that each status group tries to control and shape to its own views. Fourth, there are key issues that drive education reform: how education can best flatten a social system, how education train students for work, and how education socializes students to be functioning citizens. In recent years, fifth issue has emerged: student performance on international standardized tests. Not only is a society’s international reputation based on their students’ performance, but nations see such performance as an indicator of the quality of their educational system and if it is good enough to secure its economic future. Finally, there are the policies themselves--do they reduce or increase inequality, who benefits and how? The chapters in this volume clearly point out that education reform is not a homogeneous process as some scholars have conjectured. Rather, education reform involves heated battles over the control of the educational system because education is seen as a key factor in maintaining a society’s vision and social structure.

The project has a focus on “citizenship in times of crisis,” i.e., seeking to understand how citizenship rights have changed since the Brazilian political and economic crisis that started in 2014. Building on theories of citizenship and governance, the author examines policy-based evidence on the retractions of participatory rights, which are consequence of a stagnant economic scenario and the re-organization of conservative sectors. This work will appeal to scholarly audiences interested in citizenship, Brazilian politics, and Latin American policy and governance.

Available in PDF, EPUB and Kindle. Book excerpt: This volume proposes an alternative development paradigm to the existing capitalist extant one, and studies how it is distinctly different from the older system. Rooted in the principles of solidarity between humans, as well as between humans and nature, this alternative paradigm replaces the methodological individualism of capitalism by ‘reciprocal altruism’, a new logic of capital, to give pace and direction to the development process. The essays in this volume highlight instances of various forms of solidarity that have emerged in the contemporary world—such as resistance movements of informal workers, the formation of an autonomous cooperative of self-employed waste pickers in India, called SWaCH, and Brazil and Cuba’s experiments with Social and Solidarity Economy (SSE)—to achieve long sustaining cohesive development. They also provide recommendations as to how the State can mold its development process to the benefit of marginalized communities, especially in India and Bangladesh. Featuring insights from leading experts in the field, Theorizing Cohesive Development will be an indispensable read for students and researchers of development studies, economics, political economy, political science and sociology, minority studies and Asian studies.

Book excerpt: While scholars, activists and pundits from around the world have heralded the Lula years as a breakthrough for poverty reduction and the forthcoming emergence of Brazil as a dynamic economic superpower, many of their counterparts in the country as well as a number of Brazilianists elsewhere, have expressed great disappointment. Tracing back the trajectory of Brazilian Workers’ Party (Partido dos Trabalhadores - PT), Hernán F. Gómez Bruera explores how holding national executive public office contributed decisively to a pragmatic shift away from the party’s radical redistributive and participatory platform, earning the approbation of international audiences and criticisms of domestic progressives. He explains why a unique party, which originally promoted a radical progressive agenda of socio-economic redistribution and participatory democracy, eventually adopted an orthodox economic policy, formed legislative alliances with conservative parties, altered its relationship with social movements and relegated the participatory agenda to de sidelines. Touching on multiple dimensions, from economic policy and land reform to social policy, this book offers a distinct explanation as to why progressive parties of mass-based origin shift to the center over time and alter their relationships with their allies in civil society. Written in a clear and accessible style and featuring an enormous wealth of firsthand accounts from party leaders at all levels and within different factions, Gómez Bruera offers much needed new insights into why progressive parties alter their discourses and strategies when they occupy executive public office.

The result is a volume that benefits from both micro detail on the intricacies of policymaking in individual countries and a broad cross-country interdisciplinary analysis of policymaking processes in the region.
