Book excerpt: This book explores the scope of reforms and changes in the social protection systems in Latin America that have started at the beginning of the 21st century. It describes how and to what extent changes in social protection systems and social policies have occurred in the region in recent decades. Taking a comparative approach, the volume identifies the triggers for the transformations and how such pressures are received by the welfare regime, or a specific policy sector, to finally yield a given type of reform. The analysis is characterized by the presence of certain factors that explain the development of social protection systems in Latin America, such as economic growth, the consolidation of democratic political regimes, and the region’s Left Turns. The book also examines to what extent common challenges and processes induced by international institutions have led to convergence among countries or welfare regimes, or whether each maintains its own identity.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an analysis of the process and outcomes of the tax reform, with a focus on progressivity, redistribution, and inequality. Between 1977 and 1986, Spain underwent a comprehensive tax reform which shaped its fiscal system until today. It was made in connection with the transition to democracy and indeed was understood as a fundamental part of the political change. The book situates the reform both within Spanish history and international trends in tax systems and connects it to the expansion of the welfare state and regional decentralization in Spain. The analysis reveals that the tax system failed to attain progressivity, and significant levels of fraud had a noticeable impact on inequality. Because of this, fiscal redistribution remained limited. In the new political economy of the second globalization, late democratic and fiscal transitioners were unable to emulate the path of the welfare state forerunners.

Available in PDF, EPUB and Kindle. Book excerpt: This open access handbook brings together the latest research from a wide range of internationally influential scholars to analyze educational policy research from international, historical and interdisciplinary perspectives. By effectively breaking through the boundaries between countries and disciplines, it presents new theories, techniques and methods for contemporary education policy, and illustrates the educational policies and educational reform practices that various countries have introduced to meet the challenges of continuous change. Based on an analysis of the nature of education policy and education reform, this volume focuses on education reform and the concept of education quality. Adopting a historical and comparative perspective, it examines the dialectical relationship between education policy and education reform in various countries, assesses theoretical and practical issues in the process of moving from regulation to multiple governance in contemporary education administration, and explores the impact of globalization on national education reform and the interdependence between countries. In addition, it presents studies addressing educational policy research methodology from multiple perspectives. Highlighting the changes in national education macro policies, this volume comprehensively reveals the complex relationship between contemporary education reform and social change, and explores the links between contemporary social, political and economic systems and educational policy research and practice, offering a holistic portrait of macro trends in contemporary education reform.

This book, the first of its kind, offers a long-term view and analyzes this ever-changing relationship throughout the 20th century with its various upheavals such as the crisis of the democratic republic and the civil war in the 1930s, the long General Franco dictatorship from the 1940s until the 1970s and the subsequent transition to democracy. From the detailed studies of individual cases, specific companies as well as entrepreneurial organizations, a very diverse picture emerges, contradicting widespread simplistic interpretations of politico-economic linkages, which demonstrates both the pluralism of the economic interests as well as the complexity of their relationship to the political class.

Available in PDF, EPUB and Kindle. Book excerpt: At a time of growing concern over the fate of contemporary democracy this book shows how vast differences between countries in forms of political conduct, and taken for granted assumptions, determine what democracies actually accomplish. In Democratic Practice, Robert M. Fishman elucidates why some democracies include the economically underprivileged, and cultural others within the circles of political relevance that set policies and the political agenda, whereas others exclude them. On the basis of in-depth research on Portugal and Spain, Fishman develops a theoretically innovative explanation for the breadth of democratic inclusion and draws out large implications for democracies everywhere. Democratic Practice examines the record of two countries that began the worldwide turn to democracy in the 1970s, showing how and why basic assumptions about what democracy is, and how political actors should treat one another, diverged. The book offers detailed empirical evidence on how an inclusive approach to democratic politics provides major benefits not only for the poor and excluded but also for others, drawing large lessons for contemporary democracies.

Book excerpt: Social protection is now considered a development milestone and an important tool in combating poverty. Interventions can include, for example, health insurance, public works programs, guaranteed employment schemes, or cash transfers targeting vulnerable populations groups. This innovative volume is designed to develop understanding about the role and contribution of social protection globally and to share innovative practice and policies from around the world. It explores how to cover an entire population effectively, especially those who are at risk or who are already in a situation of deprivation, and in a sustainable manner. Divided into two parts, the book begins by exploring the theoretical underpinnings of social protection, discussing the social work and social development perspectives and concepts that currently shape it. The second part is comprised of case studies from countries implementing successful social protection initiatives, including Brazil, India, South Africa, Ghana, Nigeria and Indonesia, and reveals how the impact of a successful social protection intervention on poverty, vulnerability and inequality can be dramatic. This volume is an important reference for advanced students and researchers from a range of disciplines including social policy, social work, development studies, geography, planning, economics, sociology, population health and political science.

Book excerpt: Social protection serves as an important development tool, helping to alleviate deprivation, reduce social risks, raise household income and develop human capital. This book brings together an interdisciplinary team of international experts to analyse social protection systems and welfare regimes across contemporary Latin America. The book starts with a section tracking the expansion of social assistance and social insurance in Latin America through the state-led development era, the neoliberal era and the pink-tide. The second section explores the role played by local and external actors modelling social policy in the region. The third and final section addresses a variety of contemporary debates and challenges around social protection and welfare in the region, such as gender roles and the empowerment of CCT beneficiaries, and welfare provision for rural outsiders. The book touches on key topics such as conditional cash transfer programmes, trade union inclusionary strategies, transnational social policy, state-led versus market-led welfare provision, explanatory factors in the emerging dualism of social protection institutions, social citizenship rights as a consequence of changing social policy architecture and different poverty reduction strategies. This interdisciplinary volume will be of interest to economists, political scientists, sociologists, anthropologists and historians working on social protection in Latin America, or interested in welfare systems in the global south.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides the first comprehensive analyses of the challenges all European welfare systems have been facing since 2007, combining in-depth country-based studies and comparative chapters. It focuses on: 1) the economic and financial crisis, 2) demographic change, and 3) the balance between avoiding risks and opening up opportunities in social policy. The results show that European welfare systems tend to face the same challenges in different ways and that also their responses to those challenges differ considerably. Although the EU also plays a part in shaping national welfare systems, it becomes evident that European welfare systems are by no means converging: in terms of social policy, national diversity within Europe is still a major factor that will shape future developments in European welfare systems.
