Book excerpt: Political satire has been a primary weapon of the press since the eighteenth century and is still intimately associated with one of the most important values of western democratic society: the right of individuals to free speech. This study documents one of the most important moments in the history of printed political imagery, when political print became what we would recognise as modern political satire. Contrary to conventional historical and art historical narratives, which place the emergence of political satire in the news-driven coffee-house culture of eighteenth-century London, Meredith M. Hale locates the birth of the genre in the late seventeenth-century Netherlands in the contentious political milieu surrounding William III's invasion of England known as the 'Glorious Revolution'. The satires produced between 1688 and 1690 by the Dutch printmaker Romeyn de Hooghe on the events surrounding William III's campaigns against James II and Louis XIV establish many of the qualities that define the genre to this day: the transgression of bodily boundaries; the interdependence of text and image; the centrality of dialogic text to the generation of meaning; serialized production; and the emergence of the satirist as a primary participant in political discourse. This study, the first in-depth analysis of De Hooghe's satires since the nineteenth century, considers these prints as sites of cultural influence and negotiation, works that both reflected and helped to construct a new relationship between the government and the governed.

Until his death on the 24th of June 1794, Pigott was one of England's most prolific satirists in the decade of revolutionary unrest following the French Revolution, writing a number of pamphlets and plays of which only a small proportion have survived. Pigott finished A Political Dictionary in prison, where he served a sentence for sedition. He died before his release and the book was published posthumously. The Dictionary was a brilliant satire on the "language of Aristocracy" and combined radical politics with a high entertainment value. Indeed, part of what he wrote was considered so scurrilous that the printer left out certain lines in the printed version. Modern scholars will find Pigott's work an unrivalled resource for mapping the rhetorical landscape of political debate in the 1790s, and one that yields a unique insight into the sentiments and rhetoric of radical discourse. Part of the national political culture from Jacobean times, satire reached its greatest influence following the Restoration of Charles II, when a new 'easy' style, combining courtly polish with demotic frankness and flagrant indecency, led to the composition of thousands of such poems. Most of the poets of the time, including such major talents as Marvell and Rochester, wrote in the genre, though nearly always anonymously. While its chief targets were political, much Restoration satire concerned itself with the emerging demography of 'Town' and its uncertain experimentation with new kinds of social freedom. Attacks on the sexual misbehaviour (real or imagined) of aristocratic women hover, equally uncertainly, between moral condemnation and ill-disguised envy, while also conferring an inverse celebrity status on their victims. In this paradoxical social world, not to be lampooned could mean that one was no longer a person of importance. In the first comprehensive survey of this vast field, Harold Love considers the relationship of the lampoon to gossip, how one might construct a poetics of the genre, and how clandestine satire reached and was received by its readers. Constructing three primary categories of 'court', 'Town' and 'state' lampooning, Love argues that far from being the product of isolated disaffection, most satire was the work of a circle of recognized poets, frequently operating in collaboration. An extensive first-line index to the principal manuscript sources for clandestine satire makes this book an open sesame to further exploration of its fascinating field.
