The book argues that liberalism, constitutionalism, and democracy are co-ordination theories. They work only in societies in whichco-ordination of the important power groups for mutual advantage is feasible. It then goes on to examine and interpret the US constitution as motivated centrally by the concern with creating a government to enable commerce. In addition, the book addresses the nature of the problems that the newly democratic, newly market-oriented states face. The analysis of constitutionalism is based on its workability, not on its intrinsic, normative, or universal appeals. Hardin argues, similarly, there areharsh limits on the possibilities of democracy. In general, democracy works only on the margins of great issues. Indeed, it is inherently a device for regulating marginal political conflicts.

This has encouraged the revival of stateless nationalisms, but also provided new means for their accommodation. The author argues that these changes call for a radical rethinking of the nature of sovereignty and of the state itself to meet the twin challenges of recognition of nationality and of democracy. Drawing on the experience of four plurinational states - United Kingdom, Spain, Belgium, and Canada - and of the European Union, he analyses the challenges of plurinationalism and its recognition. Keating argues that we are not moving to a world without states, but to a complex political order with multiple sites of sovereign authority, and asymmetrical constitutional r s6ngements. This political order is new but at the same time old, as traditions of diffused authority and shared sovereignty, from before the rise of the nation-state, are rediscovered and rehabilitated. Democracy can no longer be confined to the framework of the nation-state but must extend to the new political spaces which are emerging above and below the state. Arguing that the evolution of most Western European nations into liberal democracies, social democracies, or fascist regimes was attributable to a discrete set of social class alliances, the author explores the origins and outcomes of the political development in the individual nations. In Britain, France, and Switzerland, countries with a unified middle class, liberal forces established political hegemony before World War I. By coopting considerable sections of the working class with reforms that weakened union movements, liberals essentially excluded the fragmented working class from the political process, remaining in power throughout the inter-war period. In countries with a strong, cohesive working class and a fractured middle class, Luebbert points out, a liberal solution was impossible. In Norway, Sweden, Denmark, and Czechoslovakia, political coalitions of social democrats and the "family peasantry" emerged as a result of the First World War, leading to social democratic governments. In Italy, Spain, and Germany, on the other hand, the urban middle class united with a peasantry hostile to socialism to facilitate the rise of fascism.

In Geopolitics and Democracy, Peter Trubowitz and Brian Burgoon provide a powerful new explanation for the rise of anti-globalism in the West. Combining a novel theoretical framework and empirical strategy, Trubowitz and Burgoon show that support for globalism has been receding for 30 years in Western parties and legislatures. They trace the anti-globalist backlash to foreign policy decisions that mainstream parties and party elites made after the end of the Cold War. These decisions sought to globalize markets and pool sovereignty at the supranational level while applying neoliberal reforms to social protections and guarantees at home--a combination of policies that succeeded in expanding the Western liberal order, but at the cost of mounting public discontent and political fragmentation.
