Book excerpt: Established in June 2014, New-Med is a research network of Mediterranean experts and policy analysts with a special interest in the complex social, political, cultural and security-related dynamics that are unfolding in the Mediterranean region. The network is developed by IAI, in cooperation with the OSCE Secretariat in Vienna, the Compagnia di San Paolo of Turin, the Italian Ministry of Foreign Affairs and International Cooperation, and the German Marshall Fund (GMF) of the United States. At the core of the New-Med activities stands the need to rethink the role of multilateral, regional and sub-regional organisations, to make them better equipped to respond to fast-changing local and global conditions and to address the pressing demands coming from Mediterranean societies all around the basin. This volume examines the goals and prospects of the OSCE’s growing engagement in the Mediterranean region and, more specifically, with the OSCE’s six Mediterranean Partners for Cooperation (Algeria, Egypt, Israel, Jordan, Morocco and Tunisia). The volume’s four chapters focus on the OSCE’s potential role in international efforts to stabilize Libya, a country which has been ravaged by a prolonged and destructive civil war, becoming the epicenter of conflict dynamics with far-reaching implications for both neighbouring countries and Europe. Each chapter addresses a particular theme, or level of analysis, tied to the current conflict in Libya. Beginning with an introductory chapter outlining the OSCE’s growing engagements in the Mediterranean region and Libya’s abortive requests to joint the OSCE Mediterranean Partnership, subsequent chapters delve into the minute details of the major internal and external obstacles to peace-building and stabilization in Libya, addressing the role of regional, European and international actors involved in the country. A final chapter delivers a Russian viewpoint of these themes and traces Moscow’s evolving policy and interests in Libya while addressing the broader role of the OSCE in the Mediterranean.

Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

Available in PDF, EPUB and Kindle. Book excerpt: Since 2011 the Libyan crisis has moved from being a domestic dispute to assuming increasing importance at the international level. Today it represents a crucial issue affecting global security. The intervention of external actors in the Libyan crisis was mainly driven by a desire to direct the transition towards outcomes that would best meet their own political and economic interests. Accordingly, each external player tried to support one specific faction, favoring either the Parliament in Tobruk, upheld by Khalifa Haftar, or the Presidential Council headed by Fayez al-Serraj in Tripoli, the latter being legitimized by the UN as well as by local militias in both Misrata and Tripoli. This report analyzes the troublesome re-building of Libya with a focus on the specific role played by international actors (neighboring and Gulf countries, European nations, Russia and the US) which make it more of an international rather than a domestic issue.

This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Available in PDF, EPUB and Kindle. Book excerpt: As the world shifts away from the unquestioned American hegemony that followed in the wake of the Cold War, the United States is likely to face new kinds of threats and sharper resource constraints than it has in the past. However, the country's alliances, military institutions, and national security strategy have changed little since the Cold War. American foreign and defense policies, therefore, should be assessed for their fitness for achieving sustainable national security amidst the dynamism of the international political economy, changing domestic politics, and even a changing climate. This book brings together sixteen leading scholars from across political science, history, and political economy to highlight a range of American security considerations that deserve a larger role in both scholarship and strategic decision-making. In these chapters, scholars of political economy and the American defense budget examine the economic engine that underlies U.S. military might and the ways the country deploys these vast (but finite) resources. Historians illuminate how past great powers coped with changing international orders through strategic and institutional innovations. And regional experts assess America's current long-term engagements, from NATO to the chaos of the Middle East to the web of alliances in Asia, deepening understandings that help guard against both costly commitments and short-sighted retrenchments. This interdisciplinary volume sets an agenda for future scholarship that links politics, economics, and history in pursuit of sustainable security for the United States - and greater peace and stability for Americans and non-Americans alike.

Book excerpt: While it could be arguably stated that West Africa has achieved remarkable and sustainable progress in the areas of democratic governance and economic growth, the sub-region, over the past few years, has been challenged by terrorism and other transnational security threats. Innocent civilians are continuously killed; security operatives and providers of humanitarian assistance targeted; properties and infrastructure wantonly destroyed; thus culminating in significant displacement of people and acute poverty. If these developments are not carefully and timeously addressed, they are capable of eroding progress so far recorded. It is against this background, that this Thesis undertakes a study of the different manifestations of terrorism and related transnational security challenges in West Africa, to explore the internal and external sources and drivers of instability; establish the linkages between terrorism and transnational threats; examine the various steps taken in recent time to strengthen the sub-regions capacity to prevent and address the menace of terrorism and other security challenges, and make necessary policy recommendations based on comprehensive best practices.

Based on an analysis traditional security studies and Western security policy, it argues that commonly used indicators are based on mainstream security studies and provide only circumscribed analyses of threats to international security. By assessing the origins of this traditional approach to security and problematizing failed states, political instability, Muslim populations, and poverty among others, it makes the case for a critical approach to framing security challenges in Africa.

Research on violent extremism and terrorism, from homegrown threats to foreign fighters, has adapted accordingly but has not always translated into policymaking. Extremism can be traced to no single cause, and yet governments and law-enforcement agencies continue to spend millions on prevention efforts. Contributors to this book identify persistent challenges for counterterrorism and countering violent extremism and provide analysis from a variety of academic and professional perspectives. Countering Violent Extremism and Terrorism cautions against adopting a causal model to understand violent extremism and takes a critical look at how states have managed to cope with the global phenomenon of terrorism. By drawing on the expertise of researchers and practitioners from government, law enforcement, and the military, contributors identify past failures and offer guidance on how to correct these mistakes. With the collective goal of developing more effective strategies, the authors dispel common myths, discard counterproductive tactics, and point to countries in which policies have functioned as intended. As some terrorist organizations' influence wanes, others innovate and thrive, further challenging a state apparatus that is slow to adapt to these mutating threats. An essential and timely book, Countering Violent Extremism and Terrorism seeks to change how governments and policymakers consider and respond to security threats.

Available in PDF, EPUB and Kindle. Book excerpt: How Europe can hit the “reset” button after years of failed responses to North African turmoil The ongoing upheaval in North Africa has presented many challenges to Europe, which previously had been comfortable with the status quo of authoritarian leadership in much of the region. Now in its ninth year, the turmoil has forced European leaders to rethink their approaches to the region, based on the now-obvious reality that the brief hopes of early 2011 for the spread of democracy and economic progress will not be fulfilled anytime soon. In this book, experts from Europe, the United States, and the Middle East discuss what has happened since the so-called “Arab Spring” emerged and how those often-bewildering events have affected both North Africa and the European states across the Mediterranean. The book is based on papers presented at a March 2018 conference sponsored by the South Mediterranean Regional Program of the Konrad Adenauer Stiftung. Chapters focus on events in Algeria, Egypt, Libya, Morocco, and Tunisia—and offer ideas for how the European Union can adopt fresh approaches to the region, moving beyond its frequently uncertain and shifting responses of recent years.

Book excerpt: This book illustrates how Africa’s defence and security domains have been radically altered by drastic changes in world politics and local ramifications. First, the contributions of numerous authors highlight the transnational dimensions of counterterrorism and counterinsurgency in Africa and reveal the roles played by African states and regional organisations in the global war on terror. Second, the volume critically evaluates the emerging regional architectures of countering terrorism, insurgency, and organised violence on the continent through the African Union Counterterrorism Framework (AU-CTF) and Regional Security Complexes (RSC). Third, the book sheds light on the counterterrorism and counterinsurgency (CT-COIN) structures and mechanisms established by specific African states to contain, degrade, and eliminate terrorism, insurgency, and organised violence on the continent, particularly the successes, constraints, and challenges of the emerging CT-COIN mechanisms. Finally, the volume highlights the entry of non-state actors – such as civil society, volunteer groups, private security companies, and defence contractors – into the theatre of counterterrorism and counterinsurgency in Africa through volunteerism, community support for state-led CT-COIN Operations, and civil-military cooperation (CIMIC). This book will be of use to students and scholars of security studies, African studies, international relations, and terrorism studies, and to practitioners of development, defence, security, and strategy.

Book excerpt: This edition of Global Trends revolves around a core argument about how the changing nature of power is increasing stress both within countries and between countries, and bearing on vexing transnational issues. The main section lays out the key trends, explores their implications, and offers up three scenarios to help readers imagine how different choices and developments could play out in very different ways over the next several decades. Two annexes lay out more detail. The first lays out five-year forecasts for each region of the world. The second provides more context on the key global trends in train.
