Cornelia Woll counters these assumptions, arguing that firms do not always know what they want. To be sure, firms lobby hard to attain a desired policy once they have defined their goals. Yet material factors are insufficient to account for these preferences. The ways in which firms are embedded in political settings are much more decisive. Woll demonstrates her case by analyzing the surprising evolution of support from large firms for liberalization in telecommunications and international air transport in the United States and Europe. Within less than a decade, former monopolies with important home markets abandoned their earlier calls for subsidies and protectionism and joined competitive multinationals in the demand for global markets. By comparing the complex evolution of firm preferences across sectors and countries, Woll shows that firms may influence policy outcomes, but policies and politics in turn influence business demands. This is particularly true in the European Union, where the constraints of multilevel decision-making encourage firms to pay lip service to liberalization if they want to maintain good working relations with supranational officials. In the United States, firms adjust their sectoral demands to fit the government's agenda. In both contexts, the interaction between government and firm representatives affects not only the strategy but also the content of business lobbying on global trade.

Case studies demonstrate that the concept of modes of exchange first developed by John Lie (1992) provides a more convincing explanation on the evolution of pre-modern and modern economic institutions compared with Marx’s modes of production as historically-specific social relations, or Smith’s free market as a terminal stage of human economic development. The pre-modern and modern cases presented in this volume reveal that different modes of exchange have coexisted throughout human history. Furthermore, business ethics or corporate social responsibility is not a purely European economic ideology because manorial, market, entrepreneurial, and mercantilist moral persuasions had widely been used by state rulers and policymakers in East Asia for their programs of advancing dissimilar modes of exchange. In a similar vein, the domination of the market and entrepreneurial modes in the twenty-first century world is also complemented by other competing modes of change, such as state welfarism, public sector economies, and protectionism. It is argued that workers must be viewed as actors of the firm, not passive subjects of capital, given that authority is a non-coercive form of power. In Syria, state-business involvement through informal networks has contributed to an erratic economy. With unique access to private businessmen and select state officials during a critical period of transition, this book examines Syria's political economy from 1970 to 2005 to explain the nation's pattern of state intervention and prolonged economic stagnation. As state income from oil sales and aid declined, collusion was a bid for political security by an embattled regime. To achieve a modicum of economic growth, the Syrian regime would develop ties with select members of the business community, reserving the right to reverse their inclusion in the future. Haddad ultimately reveals that this practice paved the way for forms of economic agency that maintained the security of the regime but diminished the development potential of the state and the private sector.
