Book excerpt: This dissertation examines how and to what extent the interplay of actors and institutions shape public agricultural budget outcomes in Nigeria, within the framework of actor-centered institutionalism. Through a single-case study of agricultural public expenditure decision-making in Nigeria with within-case analysis, this dissertation examines: i) how the structure of intergovernmental relations affects the roles and incentives of government tiers in the joint provision of public agricultural goods and services; ii) how formal budget rules and informal budget practices affect the roles and incentives of key actors in the federal agricultural budget process, the nature of the interactions between actors in the budget process, and the features of the budget process itself; iii) how and to what extent actors' perceptions, preferences, capabilities, constellations, and mode of interactions within the institutional architecture that governs public expenditure decision-making processes shape subnational agricultural budget outcomes in Nigeria. The dissertation employs in-depth, semi-structured interviews with over 100 key informants at the federal and subnational levels, including government officials, donors, policy analysts, and policy advocates to explain public agricultural budget outcomes in Nigeria, focusing on the interplay of actors and institutions. By doing so, it tried to shed light on the puzzle of underinvestment and misinvestment in African agriculture. This dissertation contributes theoretically, empirically, and methodologically to literature on the political economy of public expenditure decision-making in Africa. Implications for research and policy as well as potential avenues for future research are provided.

Book excerpt: The agriculture sector is key for economic and social development, but the sector’s potential has not received enough attention from policy makers and stakeholders in the Middle East and North Africa (MENA) region. Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain. This report aims to examine the drivers, constraints, and social implications of agricultural development in MENA and to explore possible cornerstones for new and sustainable development strategies in the context of economic transformation. More specifically, the report provides answers to the following questions: • What development strategies and policies did governments in MENA put in place over the past three decades and how did they affect the performance of agriculture? • How did the structural characteristics of the MENA countries affect agricultural development and the economic transformation process in the region? • What did we learn from the past performance of agriculture? What should be the central elements guiding future agricultural policies? • What are elements of a new and sustainable development strategy in MENA countries? • What is the role of agriculture and agro-industries for development in MENA?

Book excerpt: We use an industry profit maximization model to conduct an ex-post impact assessment on the extent the rice milling sector in Nigeria has grown and improved its performance in producing high quality premium rice following major public sector interventions made under the Agricultural Transformation Agenda. Given challenges with the availability and qual-ity of data, this assessment looks at the changes between two periods, 2009 and 2013, and simulates the performance of the sector under different technology capacities and policy scenarios. We find that the government has been success-ful in expanding quality paddy production and milling capacity in the country along with an increase in capacity utilization in the medium and large-scale milling sub-sectors. As a result, the production of premium quality rice has increased by approximately 0.5 million metric tons between the two periods. Despite these gains, the industry did not see any overall increase in employment in the medium and large-scale sub-sectors. Further focus by the government on expanding the supply of high quality rice paddy, while maintaining high tariffs to keep the medium and large scale milling sector viable, may provide the best opportunity for Nigeria to reach its goal of self-sufficiency in rice production.

Book excerpt: In many developing countries, agricultural extension services are generally biased towards men, with information targeted mainly to male members of a farming household and in formats that are rarely tailored to female members. Nevertheless, female farmers may also benefit from such services as this may affect their ability to make informed decisions, resulting in increased farm productivity, household income, and welfare. We conduct a gendered field experiment among maize-farming households in eastern Uganda to test whether video-enabled extension messaging affects outcomes related to maize cultivation. In this experiment, men, women, and couples are shown randomly assigned videos about improved maize management practices in which male, female, or both male and female actors are featured. We first vary exposure to the videos by gender to test the effects of changes in intra-household information asymmetries, investigating whether involving women as recipients of information increases their ability to participate in household decision-making, and thus their involvement in household production choices. We then vary exposure to the gender of the actors in the videos to test for role-model effects, exploring whether involving women as information messengers challenges the idea that decision-making is a predominantly male domain, in turn affecting women’s outcomes. Results show that targeting women with information increases their knowledge about improved maize management practices, their role in agricultural decision-making, the adoption of recommended practices and inputs, production-related outcomes, and the quantity of maize women sell to the market. Results for the role-model effects are mixed, and are evident more in joint household outcomes than individual women’s outcomes. Overall, our findings suggest that in the context of our study, extension efforts aimed at directly addressing intra-household information asymmetries may be a first-best means of empowering women in agriculture. Other, more subtle means that seek to influence perceptions and norms about gendered roles in the household may not generate expected effects or work via expected impact pathways, though they remain worth further exploration.
