This new edition of Decision Making with the Analytic Network Process is a selection of the latest applications of ANP to economic, social and political decisions, and also to technological design. The ANP is a methodological tool that is helpful to organize knowledge and thinking, elicit judgments registered in both in memory and in feelings, quantify the judgments and derive priorities from them, and finally synthesize these diverse priorities into a single mathematically and logically justifiable overall outcome. In the process of deriving this outcome, the ANP also allows for the representation and synthesis of diverse opinions in the midst of discussion and debate. Expanding and extending John Kingdon's influential "multiple streams" model that explains agenda setting, Zahariadis argues that manipulation, the bending of ideas, process, and beliefs to get what you want out of the policy process, is the key to understanding the dynamics of policymaking in conditions of ambiguity. He takes one of the major theories of public policy to the next step in three different ways: he extends it to a different form of government (parliamentary democracies, where Kingdon looked only at what he called the United States's presidential "organized anarchy" form of government); he examines the entire policy formation process, not just agenda setting; and he applies it to foreign as well as domestic policy. This book combines theory with cases to illuminate policymaking in a variety of modern democracies. The cases cover economic policymaking in Britain, France, and Germany, foreign policymaking in Greece, all compared to the U.S. (where the model was first developed), and an innovative computer simulation of the policy process.

Most of the traditional analysis of public sector activities has been reviewed to take accountofthe possible distortions arising from an asymmetric distribution of relevant information among the actors of the public decision-making process. A normative approach has been developed to design incentive schemes which tackle adverse selection and moral hazard problems within public organisations: our understanding of these problems is now much better, and some of the mechanisms designed have had important practical implications. While this analysis is still under way in many fields of public economics, as the papers by Jones and Zanola, and Trimarchi witness, a debate is ongoing on the possible theoretical limitations ofthis approach and on its actual relevance for public sector activities. This book encompasses different contributions to these issues, on both theoretical and practical areas, which were firstly presented at a conference in Catania. The innermost problem in the current discussion arises from the fact that this normative analysis is firmly rooted in the complete contracting framework, with the consequence that, despite the analytical complexities of most models, their results rely on very simplified assumptions. Most complexities of the organisation of public sector, and more generally, of writing "contracts", are therefore swept away.
