However, high-quality youth are increasingly interested in attending college. Existing policies targeted toward the college market are likely to continue to be effective, but new policies must be developed to successfully penetrate this market further. This monograph reports on a research project that developed and implemented a national survey of college youth and analyzed the results. The survey offered respondents a series of hypothetical programs that would allow enlistees to attend college before accession into the military, and they were asked to rate their level of enlistment interest under each program. A $65,000 college loan repayment program as part of a "college-before-accession" program had the largest effect on college market youth's probability of expressing a positive propensity to enlist, producing an increase in probability of over 50 percent. The survey also provides corroborating evidence on the importance of college dropouts as a source of high-quality recruits. Allowing college dropouts to enlist directly without first returning to college was associated with a stronger stated enlistment interest. In addition to programs such as loan repayment as part of a "college-before-accession" program, the authors conclude that if the services are to be successful in the college market, they must have in place an appropriate management infrastructure-such as incentive mechanisms for recruiters and an advertising campaign that supports recruiters' efforts.

Book excerpt: The armed services prefer to recruit high-quality youth because of their better performance and lower attrition. However, high-quality youth are increasingly interested in attending college. While existing policies, such as the Montgomery GI Bill, that are targeted to the recruitment of the college market are likely to continue to have an effect, new policies must be developed to successfully penetrate this market and expand the supply of high-quality recruits. Indeed, the services have begun to develop programs, such as the Army's "College First" program, which allows youth to attend college prior to entry into the military and receive a college benefit provided by the military. To be fully engaged in the college market, the services may need to fine-tune these programs to enhance their effectiveness and will require a variety of programs tailored to reach different segments of the market such as college dropouts and college-bound high school youth.

For the first time in two decades the services failed to meet their recruiting targets for fiscal year (FY) 1999. While the unusually strong labor market of the 1990s undoubtedly played some role in recent recruiting difficulties, another long-term demographic trend is likely to also contribute to recruiting woes: the large growth in college attendance in recent years. Traditionally, the services have targeted the recruitment of those youth who have no immediate plans to attend college. However, because high-quality youth are increasingly likely to choose to attend college right after high school, the services may benefit from considering whether they could target this group. The services might be able to significantly expand their pool of potential recruits by adopting policies that target youth who plan to go to college or who actually do go to college immediately following high school. We call this group youth in the college market.

Book excerpt: One popular program, the Montgomery GI Bill, enrolls large numbers of individuals, but the vast majority of service members use their benefits after separating from service. Thus, the military does not receive the benefits of a more educated and productive workforce, unless the individuals subsequently join a reserve component. The authors suggest the Department of Defense should consider nontraditional policy options to enhance recruitment of college-bound youth. Recruiters could target more thoroughly students on two-year college campuses, or dropouts from two- or four-year colleges. Options for obtaining some college before military service could be expanded by allowing high school seniors to first attend college, paid for by the military, and then enlist. Or the student might serve in a reserve component while in college and then enter an active component after college.

Available in PDF, EPUB and Kindle. Book excerpt: This book focuses exclusively on specific education policy instead of general military recruiting in high schools. "When the George W. Bush administration passed its landmark education legislation in 2001, dubbed the No Child Left Behind Act, legislators included a small section containing strict military recruiting mandates for public high schools. The law had two main provisions. First, a data sharing provision requires high schools to distribute the personal directory information of every student to all local armed forces recruiting stations on an annual basis. Second, the equal access provision requires high schools to provide military recruiters access to school grounds equal to university recruiters or career recruiters. For accountability, if these provisions are not fulfilled, the school will lose all federal education funds. Students or parents may “opt out” of the data collection through a bureaucratic process, but no such opt-out option exists for the soldiers visiting schools. When President Barack Obama renewed the omnibus education law in 2015, the name changed to the Every Student Succeeds Act, but the military mandates remained – the provisions were strengthened by including a passage prohibiting any local school board from instituting an “opt-in” bureaucratic structure for parents and students. This book focuses on how the two provisions have been met by parents, school staff, soldiers, and other individuals influenced by high school education policy and military recruiting. The central question is: do military recruiting methods utilized in public high schools work to promote the best interests of the students, or should policy makers rethink the freedom adult soldiers have when interacting with children within schools?

These essays examine trends in high school seniors' intentions to enlist or to attend college and compare civilian and military education programs. Youth with interest in the military are likely to see themselves as two-year college material, so offering a stipend, higher pay, or other means of offsetting the cost of attending school may be an effective recruiting strategy with this group.

Book excerpt: This book describes the various tactics used in counter-recruitment, drawing from the words of activists and case studies of successful organizing and advocacy. The United States is one of the only developed countries to allow a military presence in public schools, including an active role for military recruiters. In order to enlist 250,000 new recruits every year, the US military must market itself to youth by integrating itself into schools through programs such as JROTC (Junior Reserve Officers' Training Corps), and spend billions of dollars annually on recruitment activities. This militarization of educational space has spawned a little-noticed grassroots resistance: the small, but sophisticated, “counter-recruitment” movement. Counter-recruiters visit schools to challenge recruiters' messages with information on non-military career options; activists work to make it harder for the military to operate in public schools; they conduct lobbying campaigns for policies that protect students' private information from military recruiters; and, counter-recruiters mentor youth to become involved in these activities. While attracting little attention, counter-recruitment has nonetheless been described as “the military recruiter's greatest obstacle” by a Marine Corps official.

To successfully enlist one eligible recruit, the Army must contact approximately 120 young people. The National Research Council explores the various factors that will determine whether the military can realistically expect to recruit an adequate fighting force-one that will meet its upcoming needs. It also assesses the military's expected manpower needs and projects the numbers of youth who are likely to be available over the next 20 years to meet these needs. With clearly written text and useful graphics, Attitudes, Aptitudes, and Aspirations of American Youth offers an overview of important issues for military recruiters, touching on a number of important topics including: sex and race, education and aptitude, physical and moral attributes, and military life and working conditions. In addition, the book looks at how a potential recruit would approach the decision to enlist, considering personal, family, and social values, and the options for other employment or college. Building on the need to increase young Americans' "propensity to enlist," this book offers useful recommendations for increasing educational opportunities while in the service and for developing advertising strategies that include concepts of patriotism and duty to country. Of primary value to military policymakers, recruitment officers, and analysts, Attitudes, Aptitudes, and Aspirations of American Youth will also interest social scientists and policy makers interested in youth trends.

Available in PDF, EPUB and Kindle. Book excerpt: The second volume of the Handbook of Defense Economics addresses defense needs, practices, threats, and policies in the modern era of globalization. This new era concerns the enhanced cross-border flows of all kinds (e.g., capital and labor flows, revolutionary rhetoric, guerrillas, and terrorists) including the spillovers of benefits and costs associated with public goods and transnational externalities (i.e., uncompensated interdependencies affecting two or more nations). These ever-increasing flows mean that military armaments and armies are less able to keep out security threats. Thus, novel defense and security barriers are needed to protect borders that are porous to terrorists, pollutants, political upheavals, and conflicts. Even increased trade and financial flows imply novel security challenges and defenses. Globalization also underscores the importance of a new set of institutions (e.g., the European Union and global governance networks) and agents (e.g., nongovernmental organizations and partnerships). This volume addresses the security challenges in this age of globalization, where conflicts involve novel tactics, new technologies, asymmetric warfare, different venues, and frightening weapons. Volume 2 contains topics not covered in volume 1 – i.e., civil wars, peacekeeping, economic sanctions, the econometrics of arms races, conversion, peace economics, and the interface of trade, peace, and democracy. Volume 2 also revisits topics from volume 1, where there has been a significant advancement of knowledge – i.e., conflict analysis, terrorism, arms races, arms trade, military manpower, and arms industries. All of the main securities concerns of today are analyzed. Chapters are written by the leading contributors in the topic areas. *Up-to-date surveys on the pressing defense issues: theoretical, empirical and policy issues.*Coverage of theoretical and empirical studies of terrorism.*Contributions by the leading researchers in the field of defense economics.

Book excerpt: The capacity and means by which the American Armed Forces defend their nation are entering a paradigm-breaking transition period. Previous transitions have been driven by the technologies of weapons and their platforms. This is not so in the 21st century. Taking the information revolution as a starting point, Battle-Wise argues that only by strengthening the relationship between information technology and brain matter will the U.S. military enhance its ability to outsmart and outfight future adversaries. Our aim is to understand whether and how advantages in thinking and decisionmaking under operational conditions can affect outcomes victories or defeats especially in networked warfare. It is important to identify as precisely as possible the mental abilities, such as anticipation and rapid adaptation, that are of greatest utility in networked operations and thus in strategic competition so that these abilities can be emphasized in the ways that military personnel are recruited, taught, developed, and organized. The role of the mind in networked warfare is still unknown. This book is meant to raise ideas, issues, and possibilities, as well as at the risk of seeming presumptuous a potential framework.

Book excerpt: Based on indications of increased difficulty in meeting recruiting goals, in spring 1994 the Army Chief of Staff and the Deputy of Secretary of Defense asked RAND to examine recent trends in the recruiting market and to assess their implications for meeting accession requirements. An initial examination of the 1994 market concluded that the pool of interested high-quality young men was adequate to meet DoD needs. But the system appeared to be less effective in tapping into this supply of potential enlistees. The longer-term analysis, reported here, confirms the reduced effectiveness of recruiting, and also finds that the significant increase in FY97's accessions required to sustain the postdrawdown force, coupled with a smaller decline in youth's interest in military service, translates into a possible supply shortage. The decline in recruiting productivity is most likely due to a number of factors; until they are addressed, meeting accession goals will require a greater level of recruiting resources or different management practices. The researchers offer two short-term actions for consideration: (1) increase recruiting resources and (2) reduce the requirement for high-quality non-prior-service male accessions by recruiting more women, accepting more prior-service accessions, or changing the quality goals. Longer-term actions should be aimed at trying to enhance the cost-effectiveness of recruiting in the postdrawdown environment. This could include: rethinking recruiting management and the cost benefit of alternative recruit quality levels; considering more marketing strategies and enlistment options, particularly ones that would improve the military's ability to recruit persons interested in attending college; and optimizing the match between monthly accession goals and training infrastructure costs.
