Book excerpt: This book deals with Canada's oceans management policies since the conclusion of the 1982 Convention of the Law of the Sea. That Convention set out a jurisdictional framework for the management of the world's oceans, but it did not provide states with precise guidance on all the issues that can arise. As a state with one of the world's longest coastlines, Canada was one of the principal beneficiaries under the 1982 Convention regime. A study of Canadian policy is particularly significant, as Canadian oceans management places in relief many of the difficult questions yet to be resolved.

Book Synopsis Policy for Canada's Atlantic Fisheries in the 1980's by : Canada. Department of Fisheries and Oceans
Download or read book Policy for Canada's Atlantic Fisheries in the 1980's written by Canada. Department of Fisheries and Oceans and published by Government of Canada, Fisheries and Oceans, Communications Branch. This book was released on 1981 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 1976 there have been major changes in the circumstances affecting the fishing industry, particularly in Atlantic Canada. While there remain some underutilized species, and some stocks not yet fully rehabilitated, and also some real potential for enhancement/culture it is nevertheless clear that recent expansions in harvesting and processing capacity are such that the limits to growth are being reached and future development will have to concentrate on competitiveness, efficiency and extracting more value domestically from a limited resource. In light of these changing circumstances, the Dept. of Fisheries and Oceans decided in the summer of 1979 that a comprehensive review of fisheries policy should be undertaken to update the policy paper of 1976. As part of this policy review, an Atlantic Fisheries policy review has been carried out to establish an integrated consistent approach to issues affecting Atlantic Fisheries management in the 1980's. The general policy review has focused on the following sets of issues: (a) the consultative and decision-making process (b) resource management (c) primary sector problems (d) productivity and efficiency (e) marketing and (f) intergovernmental considerations and other matters.

Book Synopsis Approaches to the Regulation of Fishing Effort by : J. R. Beddington
Download or read book Approaches to the Regulation of Fishing Effort written by J. R. Beddington and published by Food & Agriculture Org.. This book was released on 1983 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The problems of controlling fishing effort are reviewed. Any method should satisfy certain criteria - maintaining the productivity of the resource, economic performance and equity (or social needs). The methods of achieving these objectives are reviewed; they include the setting of catch limits, direct control of fleet capacity (e.g. restricting the number of fishing units), indirect measures (mesh size, closed areas), financial measures and the establishment of property rights to fishing areas or quantities of fish. The advantages and disadvantages of each approach are discussed in the light of the established criteria and appropriate techniques are given for six specific types of fisheries.

Book Synopsis Interactive Governance for Small-Scale Fisheries by : Svein Jentoft
Download or read book Interactive Governance for Small-Scale Fisheries written by Svein Jentoft and published by Springer. This book was released on 2015-05-30 with total page 782 pages. Available in PDF, EPUB and Kindle. Book excerpt: Drawing on more than 30 case studies from around the world, this book offers a multitude of examples for improving the governance of small-scale fisheries. Contributors from some 36 countries argue that reform, transformation and innovation are vital to achieving sustainable small-scale fisheries - especially for mitigating the threats and vulnerabilities of global change. For this to happen, governing systems must be context-specific and the governability of small-scale fisheries properly assessed. The volume corresponds well with the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries adopted in 2014, spearheaded by the United Nations Food and Agriculture Organization (FAO). These affirm the importance of small-scale fisheries for food security, nutrition, livelihoods, rural development and poverty reduction. The book arises from the project Too Big To Ignore: Global Partnership for Small-Scale Fisheries Research (TBTI). "A nuanced, diverse, vibrant and local-specific collection of essays – just as the small-scale fisheries around the world - dealt with by this versatile array of authors. Following on the heels of the recently adopted FAO Small-Scale Fisheries Guidelines, here is an erudite compendium which I heartily recommend to policy makers, academics and activists who wish to come to terms with the complex issue of governance of this important field of human activity." John Kurien - Founding Member of the International Collective in Support of Fishworkers (ICSF), and Former Professor, Centre for Development Studies, Trivandrum, India "Likely to become a classic in its field, this book is about small-scale fisheries and interactive governance – governance which is negotiated, deliberated upon, and communicated among stakeholders who often share governing responsibilities. The authors show that interactive governance is not just a normative theory but a phenomenon that can be studied empirically, here with 34 case studies from as many countries around the world, north and south, east and west. Such "force of example" enables the editors to put together well-developed arguments and sometimes surprising conclusions about the way ahead. A must-read for managers, practitioners, stakeholders, and students!" Fikret Berkes - University of Manitoba, Canada, and author of Coasts for People

Available in PDF, EPUB and Kindle. Book excerpt: The following objectives, stated below in order of priority, should guide Atlantic fisheries policy: 1)The Atlantic fishing industry should be economically viable on an ongoing basis, where to be viable implies an ability to survive downturns with only a normal business failure rate and without government assistance. 2)Employment in the Atlantic fishing industry should be maximized subject to the constraints that those employed receive a reasonable income as a result of fishery-related activities, including fishery-related income transfer payments. 3)Fish within the 200-mile Canadian zone should be harvested and processed by Canadians in firms owned by Canadians wherever this is consistant with Objectives 1 and 2 and with Canada's international treaty obligations.
