Book excerpt: Using state-of-the-art empirical techniques, contributors address the policy challenges raised by globalization, the internet and other technological advances, innovation, and the rise of security measures in response to the 9/11 terrorist attacks. Chapters are organized around five themes: recent developments and policy challenges, Canadian firms in the information age, research and development and innovation, regulation and industrial performance, and securing trade and investment opportunities. The only substantive research volume on this subject in two decades, Industrial Organization in Canada is a welcome resource for policy makers, researchers, and academics concerned with industrial policy issues in contemporary Canada. Contributors include Ajay Agrawal (University of Toronto), Doug Allen (Simon Fraser University), Werner Antweiler (University of British Columbia), John Baldwin (Statistics Canada), Zhiqi Chen (Carleton University), Jean-Étienne de Bettignies (Queen's University), Marc Duhamel (Industry Canada), James Gaisford (University of Calgary), Avi Goldfarb (University of Toronto), Wulong Gu (Statistics Canada), Kathryn Harrison (University of British Columbia), Patrick Joly (Industry Canada), William Kerr (University of Saskatchewan), Kevin Koch (PricewaterhouseCoopers), Donald G. Available in PDF, EPUB and Kindle. Book excerpt: This book is based on the papers presented at a conference on "New Issues in Industrial Economics" held at Case Western Reserve University, Cleveland, Ohio, June 8-10, 1987. The conference was organized by the Research Program in Industrial Economics (RPIE) in the Department of Economics at CWRU and was sponsored by The Cleveland Foundation, the Eaton Corporation, and The Standard Oil Company (later renamed BP America, Inc.). Their generous support is gratefully acknowledged. All of the papers have been revised, in several cases extensively, since their presentation at the conference. One of the primary reasons for organizing the conference was the concern that Industrial Economics has become too narrowly focused in most academic programs, largely being confined to Industrial Organization, i.e., issues of public policy towards enterprise with emphasis on antitrust and regulatory policy. This subject definition leaves out a number of interesting and important questions about how industries evolve over time, what the role of technological change (and organizational change) is in that process, and the associated structural changes within industries and firms. The object of this book is to derme these issues and suggest a framework within which they can be analyzed. I would like to thank all the conference participants for their contributions, particularly my colleagues at CWRU, Asim Erdilek and William S. Peirce, without whose encouragement and support the conference would not have taken place.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a welcome reassertion of an old tradition of interdisdplinary research. That tradition has tended to atrophy in the last decade, largely because of an enormous expansion of the domain of neoc1assical economics. The expansion has fed on two sdentific developments: first, human capital theory; second, contract theory. Both developments have taken phenomena critical to the operation of the economy but previously understood in terms of categories separate and distinct from those with which economists generally work and sought to apply the same analytical techniques that we use to understand other economic problems. Human capital theory has applied conventional techniques to questions of labor supply. It began this endeavor with the supply of trained labor and then expanded to a general theory of labor supply by broadening the analysis to the allocation of time over the individual's life, the interdependendes of supply decisions within the family, and finally to the formation of the family itself. Similarly, contract theory has moved from a theory that explains the existence of c10sed economic institutions to a theory of their formation and internaioperation. The hallmark of both of these developments is the extension and applica tion of analytical techniques based on purposive maximization under con traints and the interaction of individual decision makers through a com petitive market or its analogue.

Available in PDF, EPUB and Kindle. Book excerpt: Examining recent European experience with industrial policy, Dr. Udis explores ways to ease the transition to reduced or redirected levels of military spending. He surveys government policies in Great Britain, France, West Germany, Sweden, Belgium, the Netherlands, and Italy, identifying strategies for individuals, firms, and regions as they adjust to shifts in the economy. Regional development, science and technology, and labor market policies are analyzed in conjunction with public procurement strategies and government aid for exports and international ventures. The book includes material drawn from the author's interviews with government officials and industry leaders, illustrating practitioners' perspectives on these measures and on the nature of diversification and conversion. Their views and experience, the author argues, will be valuable tools for policymakers weighing the costs and benefits of implementing industrial policies in the United States.

Available in PDF, EPUB and Kindle. Book excerpt: What the authors offer is a thoroughgoing analysis clearly demonstrating that, whatever economic path developing countries pursue, imposing Western-style antitrust regimes will engender uncertainty, chill economic behaviour, and foster an unhealthy climate for business. They employ the influential error-cost methodology to appraise the performance of competition policy and to show how such a policy creates irresolvable tensions in fragile economies with weak institutions - economies characterized by informal rules of business practice, long-standing symbiotic business-state relationships, and unpredictable state action. They mount a powerful critique of the arguments of neo-institutionalists (who fail to recognize the vulnerable nature of emerging market economies) and competition `advocates' (who presume to stand ready and vigilant to enforce competition policy on state entities). --
