To date, the sector-specific methodology has been adopted by FAO to conduct a series of mitigation and adaptation policy coverage in the NDCs at the regional-level, including Eastern Africa (FAO, 2017), Europe and Central Asia (FAO, 2019), Asia (FAO, 2020b) and the Pacific (FAO, 2020c), Latin America (FAO, 2020d) and the Caribbean (FAO, 2020e).

Moreover, population growth and climate change continue to put increasing pressure on the need for strategic and farsighted development, calling for policy makers to reevaluate infrastructure governance to ensure sustainable economic growth. Currently, in developing Asia, most investment in infrastructure comes from the public sector. However, with growing fiscal deficits and other budgetary constraints, it is essential to develop alternative sources of investment for infrastructure projects. This presents opportunities to tap into the private sector, which can play an instrumental role in minimizing the funding gap through the development of stronger, more transparent public–private partnerships (PPPs) and incentivizing sustainable infrastructure investment. This book provides a scholarly discussion on the importance of PPPs and approaches to unlock private participation in infrastructure investment based on lessons from across Asia. Among the proposed schemes are government tax incentives, development-based land value capture strategy under PPP land pooling, Viability Gap Funds, Project Development Facilities, and other guarantees. The book aims to assess the impacts and future of sustainable infrastructure investments and examines the role of governments in mobilizing financial resources and new models for unlocking private investment in sustainable infrastructure. They define how products, processes, and people interact, assessing these entities’ features and performance and signaling their level of quality and reliability. They can convey important benefits to trade, productivity, and technological progress and play an important role in the health and safety of individual consumers and the environment. Firms’ ability to produce competitive products depends on the availability of adequate quality-support services. A “national quality infrastructure” denotes the chain of public and private services (standardization, metrology, inspection, testing, certification, and accreditation) needed to ascertain that products and services introduced in the marketplace meet defined requirements, whether demanded by authorities or by consumers. In much of Eastern Europe and Central Asia, national quality infrastructure systems are underdeveloped and not harmonized with those of their trading partners. This imbalance increases trade costs, hinders local firms’ competitiveness, and weakens overall export performance. The objective of Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia is to highlight the need to reform and modernize the institutions in the region toward better quality and standards. The book ties in with much of the work done in the World Bank on the business environment, trade facilitation, economic diversification, and enterprise innovation. The countries in the region can improve this situation, revising mandatory standards, streamlining technical regulations, and harmonizing their national quality infrastructure with those of regional and international trade partners. Most governments will need to invest strategically in their national quality infrastructure, including pooling services with neighboring countries and stimulating local awareness and demand for quality. Specifically for the countries of the former Soviet Union, the restructuring process will need to improve governance, thus eliminating conflicts of interest and providing technically credible services to the economy.

Book excerpt: This report provides a unique, sector-specific synthesis of the Nationally Determined Contributions (NDCs) from Latin America. It summarizes the substantial contributions already put forward by countries, opportunities for further action and the gaps, barriers and needs that will need to be addressed if the agriculture and land use sectors in Latin America are to raise mitigation and adaptation ambitions. The findings of this report will help member countries to reflect on their progress in advancing toward NDC priorities for agriculture and associated national climate goals including related targets under the SDGs. The analysis also helps to clarify the links between the NDCs from the region and the Sendai Framework for Disaster Risk Reduction (SFDRR). Finally, the report serves as a guide to FAO, as well as other international actors, for the support that will be required to help countries in the region to move forward to implement agriculture and land use sector priorities in their NDCs and ensure that future commitments from the agriculture sector are quantifiable, verifiable and sufficiently ambitious.
