Part One begins with the consequences of the 1974 revolution, Portugal's economic problems, its impending attachment to the European Economic Community, and rising public expectations about education. It continues with criticism of the Ministry of Education, which is overstaffed and has duplicate functions. The examiners propose reduction of branches and suggest the establishment of a national education advisory council and closer relations with other government agencies. A high priority for the compulsory school-level education (four primary and two preparatory grades) is improvement of standards in rural areas. Accepting the future extension of compulsory schooling from 6 to 9 years, the examiners counsel step-by-step reform of the school structure and curriculum. Education of 16-to-19 year olds is a problematic issue since upper-secondary schools are not providing adequate vocational courses. The examiners feel a solution is for Portugal to adopt a comprehensive education and training policy for that age group implemented jointly by the Ministries of Education and Labor. Part Two of the report includes a record of the review meeting between the OECD examiners and the Minister of Education and his delegates and addresses five areas of concern. The third part is a summary of the Ministry of Education's Backgroud Report of the education system in Portugal. (MD)

Most of the research in the field of agrarian studies in Colombia has focused on inequalities in land distribution, the impacts of violent conflict, and most recently, the first phase of the peace agreement implementation. This book links and complements these literatures by critically engaging with an original framework that uncovers the conflicts and politics of food provisioning: who produces what and where, and with what socio-economic effects. This analytical lens is used to explain the re-emergence of national agrarian movements, their contestation of the dominant development narratives and their engagement in discussions about food sovereignty with the state. The analysis incorporates a wide range of voices from high-level government representatives and leaders from national agrarian movements. Their narratives of food provisioning and the broader role of the food industry are reviewed and the key findings show an underlying conflict within food provisioning based on the struggle of marginalised smallholders to develop alternative agri-food systems that can be included in the local and domestic food markets in the context of a state dominated by an export and import approach. Overall, the book argues that the battle ground of agrarian conflicts has moved to the fi eld of food provisioning and using this approach has the potential to reframe the debate about the future of food and agriculture in Colombia and beyond. More than 80% of the assistance, however, was military aid, at a time when the Colombian security forces were linked to abusive, drug-trafficking paramilitary forces. Drugs, Thugs, and Diplomats examines the U.S. policymaking process in the design, implementation, and consequences of Plan Colombia, as the aid package came to be known. Winifred Tate explores the rhetoric and practice of foreign policy by the U.S. State Department, the Pentagon, Congress, and the U.S. military Southern Command. Tate's ethnography uncovers how policymakers' utopian visions and emotional entanglements play a profound role in their efforts to orchestrate and impose social transformation abroad. She argues that U.S. officials' zero tolerance for illegal drugs provided the ideological architecture for the subsequent militarization of domestic drug policy abroad. The U.S. also ignored Colombian state complicity with paramilitary brutality, presenting them as evidence of an absent state and the authentic expression of a frustrated middle class. For rural residents of Colombia living under paramilitary dominion, these denials circulated as a form of state terror. Tate's analysis examines how oppositional activists and the policy's targets—civilians and local state officials in southern Colombia—attempted to shape aid design and delivery, revealing the process and effects of human rights policymaking.

These same factors explain Colombia's establishment of a low-intensity democracy—a structure of elite rule in which the strategies of coercion (state and para-state repression) and consensus (competitive elections, civilian control over the military) maintain control and legitimacy. In the age of capitalist globalization, a low-intensity democracy is most concomitant with neoliberalism, establishing the political and economic environment most suitable to the investments of transnational corporations.
