Based on a phenomenological approach, The Case for Youth Police Initiative: Interdependent Fates and the Power of Peace offers first-person narratives of youth, police, and community members in Brownsville as the YPI program was put into action Police shootings and other negative exchanges between community members and the police have brought heightened awareness to the volatile relations between communities and police. The North American Family Institute began the YPI in Baltimore in 2003 with the ambition of keeping vulnerable youth away from arrests, gangs, guns, violence, and death. The program has been replicated in several communities in the United States and beyond. The focus of YPI training is to address the dual challenge of teaching youth the skills to resolve daily conflicts with authority while also teaching police officers to have meaningful dialogue with young people. Drawing on new evidence from policing in Iraq and Israel, Policing for Peace shows that an inclusive police force provides better services and reduces conflict, but not in the ways we might assume. Including members of marginalized groups in the police improves civilians' expectations of how the police and government will treat them, both now and in the future. These expectations are enhanced when officers are organized into mixed rather than homogeneous patrols. Iraqis indicate feeling most secure when policed by mixed officers, even more secure than they feel when policed by members of their own group. In Israel, increases in police officer diversity are associated with lower crime victimization for both Arab and Jewish citizens. In many cases, inclusive policing benefits all citizens, not just those from marginalized groups.

This development is visible through the new challenges posed to modern Peace Support Operations (PSO), intended as an umbrella definition covering different types of post-conflict peace operations, be these mandated under Chapter VI or Chapter VII of the United Nations Charter, with either peace-keeping, peace-enforcing or even peace-building goals. The aim of this volume is primarily to provide guidance, in the format of a handbook, to those deployed in the field and who are confronted with legal issues. In order to achieve this goal, the handbook is structured as follows: after this introduction, Part II addresses the general question whether law enforcement shall be a PSO task. Law enforcement is perceived by some states as a matter of self-defense.Part III then addresses the limits and possibilities of law enforcement by PSO.The discussion continues with Part IV, which provides some practical tools for those deployed to the field. Part V focuses instead on law enforcement within PSO, illustrating problems related to the prosecution of members of PSO forces suspected of illegal activities, and Part VI then draws the conclusions.
