Based on input from experts and federal officials, and an analysis of manufacturing programs in other advanced countries, the GAO selected Canada, Germany, Japan, and South Korea for study. In each country, GAO interviewed program officials and reviewed documents describing their programs. This book examines and identifies distinctions between foreign and U.S. approaches to supporting manufacturing. The GAO researched comparable programs in the United States, and interviewed staff administering those programs.

The MDC, developed by Shigeyasu Sakamoto, design the effective manufacturing methods using a tool of engineering steps identifying ideas for increasing productivity called KAIZENSHIRO (improvable value as a target). The MDC results on production methods lead to effectiveness of work measurement for performance (P) and to knowledge and improvement of production control and planning as utilization (U), in order to achieve labor target costs.
