Book excerpt: The "VOLGA" conferences, hosted in odd-numbered years by the Department of Theoretical and Experimental Reactor Physics of the Moscow Engineering Physics Institute (MEPhI), are some of the most prestigious technical meetings held in Russia. Traditionally, these conferences present the opportunity for reactor physicists from around the world to gather at MEPhI's holiday camp on the banks of the Volga river (near Tver) to exchange ideas and explore innovative concepts related to nuclear power development. In 1997, NATO became involved in the "VOLGA" meetings for the first time by co-sponsoring "VOLGA97" as an advanced research workshop. This workshop broke with tradition a bit in that the venue was moved from MEPhI's holiday camp to a location nearer Moscow. The workshop program was effectively organized in order to cover a broad range of topics relating to the theme of the meeting. Generally, the papers concerned safety related questions associated with utilizing both weapons-grade and reactor-grade plutonium in the nuclear fuel cycle, including facility requirements, licensing issues, proliferation risks, and a variety of advanced concepts for alternative fuel cycles. The program contained a total of ninety-nine papers presented in five days of sessions.

Book excerpt: The handling of actinides and actinide-based materials provides significant technological challenges due to the toxicity and radioactivity associated with these materials. These challenges are particularly apparent in the nuclear power industry. Under normal operation, a reactor can produce a significant amount of spent fuel requiring subsequent containment for geologic times, and under accident conditions it can release lethal doses of radioactive material to the environment. Inevitably, radioactive material will enter the environment, necessitating as complete an understanding as possible of its behavior. An understanding of the interaction between actinides and the environment must be based on a knowledge of their basic physical and chemical properties. To date, although there is general agreement on the principles for waste disposal, no facility has been built for the long term disposal of high level radioactive waste from either normal reactor operations or from accidental catastrophes. This makes it most important for the scientific and technical community to develop the necessary cross-disciplinary understanding that will help us implement safe and secure waste management, accident remediation and accident prevention systems.

There is a significant interest in IAEA Member States to develop proliferation resistant nuclear fuel cycles for incineration of plutonium such as inert matrix fuels (IMFs). This publication reviews the status of potential IMF candidates and describes several identified candidate materials for both fast and thermal reactors: MgO, ZrO2, SiC, Zr alloy, SiAl, ZrN; some of these have undergone test irradiations and post irradiation examination. Also discussed are modelling of IMF fuel performance and safety analysis. System studies have identified strategies for both implementation of IMF fuel as homogeneous or heterogeneous phases, as assemblies or core loadings and in existing reactors in the shorter term, as well as in new reactors in the longer term.
