Book excerpt: This study examines the ways in which large-scale migration and rapid economic change have fueled separatism and ethnic conflict in Papua. It presents an analysis of recent census data showing that three quarters of a million migrants from other parts of Indonesia have resettled in the territory since 1970 either through official transmigration programs or as unsponsored economic migrants. Based on this analysis, the study illustrates how rapid modernization and demographic change have resulted in the displacement and dislocation of Papua?s indigenous population, provoking Papuan resentment and demands for independence. But rapid social change has not only spurred ethnonationalist mobilization; it has also generated ethnic and tribal tensions within Papua. Growing competition for land and resources between settlers and Papuans has given rise to persistent social conflict in Papua. The threat now looms that this social conflict could trigger a larger outbreak of communal and ethnic violence as in neighboring areas. So far Papua has proved relatively resistant to efforts to foment widespread conflict. It remains unclear, however, whether the government can address the deep-seated sense of Papuan resentment leading to alienation and conflict. It could do so by reversing many of its divisive policies and redoubling its efforts to bring services to remote indigenous communities. In the absence of such initiatives, continuing inflows of migrants into the province may well overwhelm the mechanisms for social management that have so far kept conflict from spiraling out of control.This is the thirteenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Some take it as evidence for skepticism – the view that there are no moral truths. Others, associating moral reasoning with the search for overarching principles and unifying values, see it as the result of error. In the former case, moral reasoning is useless, since values express individual preferences; in the latter, our reasoning process is dramatically at odds with our lived experience. Moral Reasoning in a Pluralistic World takes a different approach, proposing an alternative way of thinking about moral reasoning and progress by showing how diversity and disagreement are compatible with theorizing and justification. Patricia Marino demonstrates that, instead of being evidence for skepticism and error, moral disagreements often arise because we value things pluralistically. This means that although people share multiple values such as fairness, honesty, loyalty, and benevolence, we interpret and prioritize those values in various ways. Given this pluralistic evaluation process, preferences for unified single-principle theories are not justified. A casual review of the many secessionist struggles around the world, both violent and peaceful, shows a variety of types. Some, like Catalonia, are pursuing their ends using combinations of electoral capture and civil demonstrations, just as the Spanish government is working to delegitimize these efforts and defeat them in the polls. Regions like Nagorno Karabakh (Artsakh) lack the same institutional connectivity with the larger state of Azerbaijan and are relegated to a de facto (but unrecognized) status where defense, deterrence, and diplomacy are critical. For its part, Azerbaijan invokes its territorial integrity and attempts to deny all forms of recognition to the breakaway region. Other regions from West Papua to Tibet are faced with the hard choice between civil resistance and the use of violence, and their states are keen to suppress their efforts and hide them from the world. What features are common across all of these examples, and how do they differ? This volume synthesizes a number of theories and theoretical approaches that purport to explain the strategies of secession and counter-secession. This is an important topic. Apart from the many legal and cartographical issues that attend secessionist activity, the potential for conflict is a very real concern. Estimates put the share of civil wars driven by secessionism at about 50%. Firstly, and according to Barbara Walter, secessionism is the chief source of violence in the world today. Secondly, secessionism is destabilizing because, at the least, it presents a direct challenge to existing political systems. Yet surprisingly, the strategic interaction between states and secessionists is an area in which we have incomplete understanding.

Pacific communities also represent diverse contact zones, where between indigenous and introduced institutions and ideas; between local actors and outsiders; and involving different lingua franca, colonial, and local language varieties. Contact between colonial and post-colonial governments, religious institutions, and indigenous communities has spurred profound social change, irrevocably transforming linguistic ideologies and practices. Drawing on ethnographic and linguistic analyses, this edited volume examines situations of intertwined linguistic and cultural change unfolding in specific Pacific locations in the late twentieth and early twenty-first centuries. Its overarching concern is with the multiple ways that processes of historical change have shaped and been shaped by linguistic ideologies reflexive sensibilities about languages and language useheld by Pacific peoples and other agents of change. The essays demonstrate that language and linguistic practices are linked to changing consciousness of self and community through notions of agency, morality, affect, authority, and authenticity. In times of cultural contact, communities often experience language change at an accelerated rate. This is particularly so in small-scale communities where innovations and continuity routinely depend on the imagination, creativity, and charisma of fewer individuals. The essays in this volume provide evidence of this potential and a record of their voices, as they document new types of local actors, e.g., pastors, Bible translators, teachers, political activists, spirit mediums, and tour guides, some of whom introduce, innovate, legitimate, or resist new ideas and ways to express them through language. Drawing on and transforming metalinguistic concepts, local actors (re)shape language, reproducing and changing the communicative economy. In the process, they cultivate new cultural conceptions of language, for example, as a medium for communicating religious knowledge and political authority, and for constructing social boundaries and transforming relationships of domination.
