Book excerpt: In order to know what the Albanian National Question (ANQ) is, one should learn it not from what its neighbors, namely Serbia and Greece, have to say, but from a more direct and reliable source, the voice of the Albanians themselves. No nation is in a position in which it can express in a realistic way the needs, the rights and aspirations of a different nation in the same way as an individual cannot be an exact representative for someone but himself. For many years the Western countries used to rely on either Serbian or Greek lenses for the ANQ. In the late 1990s the U.S.-led intervention against Serbia over Kosova on humanitarian grounds and the Albanian insurgency in Macedonia has contributed to an altered power balance in the region. The neighbors frightened by the power shift in the Southern Balkans use their propaganda machinery to express the danger posed by the alleged Greater Albania scheme in order to demonize and morally downgrade the ANQ. However, one can easily see that Albanians since the creation of their state have not, are not, and will not pursue an irredentist agenda toward their neighbors.

Available in PDF, EPUB and Kindle. Book excerpt: "The science of medicine was the first to discover that 'an ounce of prevention is worth a pound of cure, '" Henryk Sokalski reminds us as he begins this study of a unique United Nations mission. "In the political realm, however, its full potential has yet to be realized." Sokalski, former head of the United Nations Preventive Deployment Force (UNPREDEP) in the former Yugoslav republic of Macedonia, provides the ultimate insider's look at the UN's attempt to establish a mission in this former Yugoslav republic before the imminent eruption of mass violence spilling over from neighboring Balkan states Serbia and its overwhelmingly ethnic Albanian province of Kosovo in particular. An "Ounce of Prevention" and the UNPREDEP mission itself begins in early 1995 with a telephone call to Sokalski at his Warsaw home from UN Secretary General Boutros-Ghali, and it ends several years later in a disappointing Security Council veto of the mission's renewal. In between, Sokalski's study of this "novel experiment in UN peacekeeping" describes the mission's three "pillars" as well as contending theories on preventive diplomacy and early preventive action, contemporary Balkan history, and the daily bureaucratic and human challenges of reinventing civil society. All the while, Sokalski attempts to answer the question of whether the mission's renewed mandate could have prevented the country's recent destructive insurgency and whether UNPREDEP's truncated success could serve as a model for future UN preventive deployments."

Available in PDF, EPUB and Kindle. Book excerpt: Identifying and explaining common views, ideas and traditions, this volume challenges the concept of Serbian-Albanian hostility by reinvestigating recent and historical events in the region. The contributors put forward critically oriented initiatives and alternatives to shed light on a range of relations and perspectives. The central aim of the book is to ‘figure out’ the problematic relations between Serbs and Albanians – that is, to comprehend its origins and the actors involved, and to find ways to resolve and deal with this enmity. Treating the hostility as a construct of a long-running discourse about the Serbian or Albanian ‘Other’, scholars and intellectuals from Serbia, Kosovo and Albania examine the origins, channels, agents and mediums of this discourse from the 18th century to the present. Tracing the roots of the two ethnic groups' political divisions, contemporary practices and actions allows the contributors to reconsider mutually held negative perceptions and identify elements of a common, shared history. Examples of past and current cooperation are used to offer a critical analysis of all three societies. This interdisciplinary publication brings together historiographical, literary, sociological, political, anthropological and philosophical analyses and enquiries and will be of interest to researchers in the fields of sociology, politics, cultural studies, history or anthropology; and to academics working in Slavonic and East European studies.

Its very existence has been contested by its neighbors; its internal balance is delicate. Potentially, the country could, however, become a model of stability in a traditionally conflictual region. Dejan Marolov presents an encompassing, in-depth analysis of the country's foreign policy since the break-up of Yugoslavia. He examines relations with neighboring countries, as well as Macedonia’s still incomplete integration into a transatlantic and European framework. Everybody interested in the international relations of the Western Balkans should read Marolov’s book.” – Dr Matthias Waechter, European Institute, Nice, France, and Dr Tugce Varol Sevim, Aydin University, Istanbul, Turkey

Book excerpt: This unique book examines the international law of minority rights as it has been applied in the Balkans since the First World War, contending that this region, where minority rights issues are acute and abundant, holds the promise of an enforceable regime of international minority rights that would promote both human rights law and peace in the Balkans.
