Book excerpt: This report examines the Government's proposals to reform the planning system as announced in a Green Paper published in December 2001 ('Planning: Delivering a fundamental change', DTLR 2001). The Committee acknowledges that the current system needs to be reformed in order that decisions on planning applications can be reached more quickly and so that local authority plans are prepared and revised more simply and speedily. However, the Government's proposals are found to overlook the strengths of current planning process, which acts as a brokering mechanism between competing interests in deciding how land and buildings should be used. The present system commands public confidence because it affords a fair hearing at all stages of the process. The proposals are judged to prove unworkable as a whole and likely to result in a more contentious, expensive, uncertain and time-consuming system. In particular, the case for Business Planning Zones is fundamentally misconceived. The Committee concludes that the current planning system, based on over 50 years of experience, should be modernised through gradual reform, and highlights the need for greater staff and resources.
