Book excerpt: Excerpt from The Design of Residential Areas: Basic Considerations, Principles, and Methods The present concerted movement to provide proper dwellings for the citizens of this country finds our minds in very much the same unsettled and shifting state that is evident in our experiments in the regulation of business and industry, in the care of those who cannot earn a living, and, indeed, in democratic government itself. Our belief and our boast have been, "There is opportunity for all, and any man who will work can take care of himself." At the same time we felt that a man's business was indeed "his own business." Whatever he could get legally, he was entitled to keep. So long as there was still room for expansion and for exploitation of natural riches, we could believe both of these things at the same time. Now that the frontier is gone, and opportunities are not unlimited, we see that the unrestricted seizing of opportunity by one man means the lack of even reasonable opportunity for another. We now believe in regulation, just as we recently believed in individualism, and we are likely, just as we did with individualism, to trust it too far and to expect it to accomplish all things. The answer to our problem lies at neither extreme. Rather it consists in preserving the driving forces of self-help, self-expression, even of self-seeking, but restraining some people, encouraging some, and guiding all, so that there shall be enough opportunity for decent living to go around. This simple aspiration is as old as history. It is highly probable that it will never be fully realized, but if we can use the intelligence which we have, we certainly can make a closer approximation to the ideal than we have done in the last few years. This book by Mr. Adams is an application of intelligence to the above ends in one part of the field of residential planning, carrying further and applying more widely his contribution to the subject in a previous report, Neighborhoods of Small Homes. In the present volume, he considers fundamentally two things: first, what are reasonably good living conditions; then, what is their least cost, - in thought, in effort, and in relinquishment of conflicting objectives. Although this area has been greatly extended by filling, thus allowing for the expansion of the residential district for a time, the boundaries of the housing section have been in recent years, and continue to be to a pertain extent, forced back by the encroachment of commercial interests. How far this will continue cannot be deter mined, but the character of occupancy of the district at the present time, and the rate of change in the last half century, do not suggest any very material changes in the near future. Originally the North End was a peninsula, but with the construction of the canal through the Neck, following the line of Blackstone street, an island was formed of about 6331, acres. With the filling in of the canal and flats, this area was increased to practically 100 acres, of which nearly 70 acres are devoted to residential purposes. The remainder, on the south and east Sides of the district, adjacent to the market and the business sections, especially along Fulton street, is largely devoted to industries and has never been used for residential purposes. It presents more suitable ways of regulating buildings, the open spaces around them, and the use of land so as to mitigate the detrimental effect to property on the edge of one zoning district resulting from the actual or prospective use of adjacent property in a less restricted district. The author's method has been to compile from an inspection of three fourths of all the zoning ordinances already adopted in the United States - as collected by the Library of the Harvard Schools of Landscape Architecture and City Planning - all the instances of such transition zoning clauses, to arrange these in categories, selecting in each case a typical example for full quotation, and to round out the subject by a few additional model clauses covering certain features not now found in effect. The diagrams and photographs with accompanying references illustrate actual experience in various cities. Legal aspects are thoroughly discussed in the light of relevant cases. While some of the thirty-six principal categories of transition zoning methods obviously apply only in special circumstances, a considerable number would appear to be beneficial in almost any type of community; as, for example, to require, on a comer lot in a business district adjacent to a residence district on the side street, that business uses be confined to buildings fronting on the business street; to prohibit entrances to garages, except private garages, within, say, 50 feet of a residence district; to restrict specially the height of buildings along the boundary of a more restricted district; and, perhaps most important of all, to require front yards or setbacks on business frontage adjacent to residence frontage to equal the residential setback. The decline of wooden shipbuilding caused the exodus of skilled craftsmen at a time when many Irish immigrants were arriving in East Boston. Housing was made available by subdividing existing housing and constructing tenements. As the population continued to grow, wealthier families began to leave. Around 1880, development of Breed's Island, now the Orient Heights section of East Boston, began, but the pace of development was slow and the last lots were not sold until 1912. Successive waves of immigrants, primarily Jews and then Italians, pushed the population of East Boston to a peak level of which was maintained from 1916 through 1935. In 1905, after 70 years of ferry service, East Boston was connected to downtown by a subway tunnel. Logan Airport and the Sumner Tunnel were completed in 1923 and 1934, respectively, and the expansion of the aviation industry and postwar suburban development caused tremendous growth in the use of these facilities. Airport and commuter traffic spurred the develop ment, from 1949 to 1964, of airport access roads, the expressway, and the Callahan Tunnel. The following tables give a 1985 profile of East Boston, focusing on the characteristics of the neighborhood residents.
