Book excerpt: Member States have recognized the increasing need to model future nuclear power scenarios in order to develop strategies for sustainable nuclear energy systems. The IAEA model for energy supply strategy alternatives and their general environmental impacts (MESSAGE) code is a tool that supports energy analysis and planning in Member States. This publication documents the experience gained on modelling and scenario analysis of nuclear energy systems (NES) using the MESSAGE code through various case studies performed by the participating Member States on evaluation and planning for nuclear energy sustainability at the regional or national level. The publication also elaborates on experience gained in modelling of global nuclear energy systems with a focus on specific aspects of collaboration among technology holder and technology user countries and the introduction of innovative nuclear technologies. It presents country case studies covering a variety of nuclear energy systems based on a once-through fuel cycle and a closed fuel cycle for thermal reactors, fast reactors and advanced systems. The feedback from case studies proves the analytical capabilities of the MESSAGE model and highlight the path forward for further advancements in the MESSAGE code and NES modelling.

Involving stakeholders in decision making processes, even those stakeholder groups that do not have a direct role in making those decisions, can enhance public confidence in the application of nuclear science and technology and strengthen communication among the key organizations in a nuclear programme. This publication provides theoretical and practical guidance on the development and implementation of stakeholder engagement programmes and activities. The key principles of stakeholder engagement are identified in it. It also includes tools such as templates to help establish a stakeholder engagement programme and identify associated activities, including tools for stakeholder analysis. The guidance provided can be further developed and adjusted to each specific type of facility, moment in its life cycle, and/or the group of stakeholders with which to engage. The publication demonstrates the importance of stakeholder engagement throughout the life cycle of all nuclear facilities, including operating and new reactors, all aspects of the nuclear fuel cycle, from uranium mining to spent fuel and radioactive waste management, decommissioning, and non-power applications.

Book excerpt: This publication provides a holistic approach to environmental protection in new nuclear power programs. It describes the Environmental Impact Assessment (EIA) process, the subsequent utilization of the EIA, and the necessary infrastructure for such processes. The presumption is that a Member State embarking on such a program already has an environmental regulatory framework in place, which may not be developed for nuclear power but for industrial projects, therefore the emphasis is on the environmental aspects that are unique to a nuclear power plant project. The publication is addressed to senior managers, project managers or coordinators and technical specialists of government authorities and agencies, including the regulatory body, operating organizations and supporting industries and other organizations involved in environmental issues.

The IAEA tool Model for Energy Supply System Alternatives and their General Environmental Impacts (MESSAGE) is described in this publication. The tool simulates the development of a complete energy system and provides a convenient platform for modelling and analysing nuclear energy systems (NES), as it can efficiently model nuclear technologies with their specific features. Among other things, the tool can help produce a description of an entire NES with time dependent parameters for long-term planning; confirm the feasibility of a NES through correlation and consistency of all NES components, taking into account all constraints and boundary conditions imposed on the system; balance fissile material in a close fuel cycle and determine fuel cycle requirements. In addition, it assists the user in the choice of alternatives by comparison of different options relating to fuel requirements and volume and toxicity of waste. The publication provides a detailed guidance on how to build mathematical models representing complex nuclear energy systems within the framework of the MESSAGE tool.

This book was released on 2022-06-30 with total page 244 pages. Available in PDF, EPUB and Kindle. Book excerpt: As an integral part of the International Project on Innovative Nuclear Reactors and Fuel Cycles (INPRO), several collaborative projects were established by its members. The IAEA/INPRO Collaborative Project on Environmental Impact Benchmarking Applicable for Nuclear Energy Systems under Normal Operation (ENV) was one of them. This publication is the outcome of the ENV summarising results developed under this project by the groups of national experts. It presents a set of examples of different approaches for estimating environmental impact from nuclear power plants (NPPs) under normal operation conditions in different countries based on participants' experience and considering the IAEA Safety Standard on a generic framework for consideration of radiological environmental impact. It also contributes to the development of a common understanding in assessing releases from new NPPs and associated activities in terms of the radiation dose to members of the public. This publication will contribute to further improvement of the INPRO methodology and can help Member States applying it to perform a nuclear energy system assessment in the area of environmental impact of stressors.
