Argumenta en favor de recuperar los temas clave del desarrollo nacional y regional, como parte inherente de su objeto. Propone como tarea de la planificación la construcción de capacidad estatal, en particular, la capacidad política que permite lidiar con los conflictos propios de los procesos de desarrollo, a los efectos de asegurar la autonomía del Estado respecto de los poderes fácticos. Distingue dos tipos de sistema de planificación -el racional-burocrático y el político-estratégico- y plantea que en cualquier caso el sistema de planificación sólo se fortalece si asimismo se fortalecen los núcleos estratégicos del modelo de desarrollo. Rescata la dimensión política de las políticas públicas, abogando por una práctica más flexible de la planificación que permita lidiar con los cambios y con la incertidumbre. Finalmente, advierte que para aventurarse en el terreno incierto de la política, la planificación debe fortalecer su núcleo duro: la mirada diagnóstica y el conocimiento de los procesos de agregación de valor en el sector público. Tal saber constituye el ancla que le permitirá ser dúctil y maleable para mantener una relación orgánica con el contexto.
