Whilst traditionally security threats were perceived of in terms of military threats against a state, non-traditional security threats are those that pose a threat to various internal competencies of the state and its identity both home and abroad. The European Union and the United States have identified Latin American cocaine trafficking as a security threat, but their policy responses to it have differed. This book examines the ways in which the EU and the US have conceptualized this threat. Furthermore, it explores the impact of cocaine trafficking on four state functions - economic, political, public order and diplomatic - in order to explain why it has become 'securitized'. Appealing to a variety of university courses, this book is especially relevant to security studies and European and US policy analysis, as well as criminology and sociology.

Book excerpt: Much of the scholarly and professional literature on development focuses either on the ‘macro’ level of national policies and politics or on the ‘micro’ level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the ‘meso’ level with a comparative exploration of the ways in which local institutions – municipalities, local governments, city authorities, civil society networks and others – have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book’s rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from ‘below’ by local actors contesting the ways in which the structures and processes of local governance are framed. The examples covered in this volume range from global cities, such as Mexico and Santiago, to remote rural areas of the Bolivian and Brazilian Amazon. As a result the book provides a deep understanding of the diversity and complexity of local governance and local development in Latin America, while avoiding the stereotyped claims about the impact of globalisation or the potential benefits of decentralisation, as frequently stated in less empirically grounded analysis.

This year's review finds that the organisation's programmes are consistent with MDG themes, but can be greatly enhanced by defining quantified, time-bound targets for poverty reduction and other development outcomes. Areas needing further attention include: helping clients to monitor and evaluate development outcomes, working to establish cross-sectoral strategies, and clarifying the role and objectives of itself and other partners. Above all, the World Bank needs to fully assess MDG implications at the corporate, country sector and global levels and to address the implications in its use of lending and administrative resources.
