Book excerpt: Once known as a “drug capital” and associated with kidnappings, violence, and excess, Bogotá, Colombia, has undergone a transformation that some have termed “the miracle of Bogotá.” Beginning in the late 1980s, the city emerged from a long period of political and social instability to become an unexpected model of urban development through the redesign and revitalization of the public realm—parks, transportation, and derelict spaces—under the leadership of two “public space mayors,” Antanas Mockus and Enrique Peñalosa (the latter reelected in 2015). In Learning from Bogotá, Rachel Berney analyzes how these mayors worked to reconfigure the troubled city into a pedagogical one whose public spaces and urban policy have helped shape a more tolerant and aware citizenry. Berney examines the contributions of Mockus and Peñalosa through the lenses of both spatial/urban design and the city’s history. The newly elected government that came together in mid-2001 faced a skeptical and suspicious public, with no magic bullet for achieving legitimacy. Many argued that the future of democracy was at stake, and that the government's ability to decentralize and incorporate new actors in decision-making processes was critical. Toward that end, the country's political elite devolved power to subnational governments and designed new institutions to encourage broader citizen participation. By 2002, Peru's participatory decentralization reform (PDR) was finalized and the experiment began. This book explores the possibilities and limitations of the decision to restructure political systems in a way that promotes participation. The analysis also demonstrates the power that political, historical, and institutional factors can have in the design and outcomes of participatory institutions. Using original data from six regions of Peru, political scientist Stephanie McNulty documents variation in PDR implementation, delves into the factors that explain this variation, and points to regional factors as prime determinants in the success or failure of participatory institutions.

Book excerpt: The Waterbackpack PAUL -Portable Aqua Unit for Life Saving- is a water treatment unit based on the Ultra-Low Pressure Ultrafiltration (ULP-UF) technology and is since 2010 successfully applied as a fast response to get safe water during natural disasters or emergencies in more than 2 000 cases worldwide. In addition, PAUL has demonstrated that the ULP-UF technology can be used in permanent decentralised drinking-water supply for remote and rural areas, as it is easy to handle and does require neither chemicals nor energy consumption nor spare parts on a regular basis. Hence, the ULP-UF is an appropriate solution in the process of reaching the Sustainable Development Goals (SDGs), ensure by 2030 access to safe drinking water worldwide. However, during long-term uses and under certain water characteristics, the ULP-UF faces some operational and maintenance challenges. The biofouling adhered to the membrane surface may lead to severe flux reduction. In addition, some re-growth of bacteria may take place on the permeate side because of the presence of high content of natural organic matter (NOM) in the raw water, especially Biopolymer and Humic Acids. Therefore, the aim of this study was to integrate some appropriate treatment steps before the ULP-UF technology, so that a reduction of attachment of NOM and biofilm to the membrane could be achieved and thus an increase of permeate flux and a reduction of potential regrowth of bacteria on permeate water could be accomplished.
