Satisfying basic needs for services such as education and health care enhances productivity and imparts an indispensable opportunity to earn an income sufficient to emerge from poverty and to live a full life. Part 1 describes the poverty and inequality of Latin America and the Basic Needs Approach to Development. Part 2 introduces a model of decentralization as a step-by-step process, and it shows the policymaker how to implement decentralization in stages through matching its various degrees with real-world circumstances. Part 3 enriches the understanding of policymakers by analyzing real-world cases of decentralization in light of the decentralization model. The second edition includes two new chapters that cover the important but often neglected topic of taxation for inclusive development. Chapter 8 analyzes the influential tax advice of the World Bank in terms of its effect on decentralization and the satisfaction of basic needs. Appendix B of Chapter 8 presents an empirical analysis in support of the chapter’s argument that the Bank’s policy is in need of revision. Chapter 9 analyzes the effects of the World Bank’s tax advice on El Salvador’s tax reform and development process. Two other chapters have been extensively updated: Chapter 6 records and analyzes the rapid evolution of Mexico’s Oportunidades program for health, education and nutrition, and Chapter 10 evaluates the progress of the United States’ innovative program for foreign aid, The Millennium Challenge Account. Book excerpt: The first tourist destinations were primarily consolidated in the early twentieth century. Since then, tourism has undergone significant changes in its economic and social components. Over time, many of these destinations have now come to represent 'mass tourism' and are the subject of many studies on the impacts of tourism and competitiveness policies. The conclusions of these studies point to the need for new perspectives and strategies ranging from adaptation to new contexts to a radical change in targets. Concepts such as 'sustainability', 'nature', 'biodiversity' or 'climate change' have now been added to the tourism industry with varying degrees of knowledge and skill. These offer a great opportunity to improve a model of tourism previously oriented towards business and the institutional rhetoric of "sustainability" – a fact now recognised by tourists as representing the negative effects of conventional tourism.Management of these innovations should include among its aims environmental education and orient visitors towards awareness and respect for sustainability even outside their leisure time. To this end, the tourist needs to be made aware of all those involved and their commitment to managing the destination, as enjoying the territory should be based upon minimising the socio-ecological impacts of tourism, and on motivating nature conservation and participation of local populations in both these goals, as well as in the economic benefits obtained. The challenge entails the destination finding a good balance between economic and cultural benefits, landscape conservation and tourist satisfaction. For almost two decades, the citizens of Western Mexico have called for a cleanup of the Santiago River, a water source so polluted it emanates an overwhelming acidic stench. Toxic clouds of foam lift off the river in a strong wind. In Sewer of Progress, Cindy McCulligh examines why industrial dumping continues in the Santiago despite the corporate embrace of social responsibility and regulatory frameworks intended to mitigate environmental damage. The fault, she finds, lies in a disingenuous discourse of progress and development that privileges capitalist growth over the health and well-being of ecosystems. Rooted in research on institutional behavior and corporate business practices, Sewer of Progress exposes a type of regulatory greenwashing that allows authorities to deflect accusations of environmental dumping while “regulated” dumping continues in an environment of legal certainty. For transnational corporations, this type of simulation allows companies to take advantage of double standards in environmental regulations, while presenting themselves as socially responsible and green global actors. Through this inversion, the Santiago and other rivers in Mexico have become sewers for urban and industrial waste. Institutionalized corruption, a concept McCulligh introduces in the book, is the main culprit, a system that permits and normalizes environmental degradation, specifically in the creation and enforcement of a regulatory framework for wastewater discharge that prioritizes private interests over the common good. Through a research paradigm based in institutional ethnography and political ecology, Sewer of Progress provides a critical, in-depth look at the power relations subverting the role of the state in environmental regulation and the maintenance of public health.

At the same time, they began a process of shifting many governmental responsibilities from the national to the state and local levels. Much has been written about how decentralization has fostered democratization, but informal power relationships inherited from the past have complicated the ways in which citizens voice their concerns and have undermined the accountability of elected officials. In this book, Andrew Selee seeks to illuminate the complex linkages between informal and formal power by comparing how they worked in three Mexican cities. The process of decentralization is shown to have been intermediated by existing spheres of political influence, which in turn helped determine how much the institution of multiparty democracy in the country could succeed in bringing democracy “closer to home.”

Book excerpt: Much of the scholarly and professional literature on development focuses either on the ‘macro’ level of national policies and politics or on the ‘micro’ level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the ‘meso’ level with a comparative exploration of the ways in which local institutions – municipalities, local governments, city authorities, civil society networks and others – have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book’s rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from ‘below’ by local actors contesting the ways in which the structures and processes of local governance are framed. The examples covered in this volume range from global cities, such as Mexico and Santiago, to remote rural areas of the Bolivian and Brazilian Amazon. As a result the book provides a deep understanding of the diversity and complexity of local governance and local development in Latin America, while avoiding the stereotyped claims about the impact of globalisation or the potential benefits of decentralisation, as frequently stated in less empirically grounded analysis.

Book excerpt: Decentralization is accepted as one of the defining features of the third wave of democratic transitions in Latin America and commonly understood as an index and an agent of democratization. This rather optimistic perspective is inherent in the literature which is dominated by two theories. The liberal-individualist approach, especially as advocated by the World Bank, promotes decentralization policies on the premise of their efficiency, equity, and responsiveness to local demands. Similarly, the statist approach claims that decentralization can be the route to greater accountability, transparency and participation in governance; they add that this path should be guided by political elites and institutions. These dominant views nevertheless understate the extent to which certain decentralization policies have been implemented in lockstep with neoliberalization. This book examines the relationship between global economic processes and decentralization. It argues that through decentralization policies, the imperatives of neoliberal rules of competitiveness have been diffused into local governments and economies, generating different local development models. Whether decentralization produces democratic opening at the local level is contingent on how the local economy is integrated into global economic processes, and which social and economic groups are empowered, and disempowered, in that transition.
