Book excerpt: When addressing the factors shaping HIV prevention programs in sub-Saharan Africa, it is important to consider the role of family planning programs that preceded the epidemic. In this book, Rachel Sullivan Robinson argues that both globally and locally, those working to prevent HIV borrowed and adapted resources, discourses, and strategies used for family planning. By combining statistical analysis of all sub-Saharan African countries with comparative case studies of Malawi, Nigeria, and Senegal, Robinson also shows that the nature of countries' interactions with the international community, the strength and composition of civil society, and the existence of technocratic leaders influenced variation in responses to HIV. Specifically, historical and existing relationships with outside actors, the nature of nongovernmental organizations, and perceptions of previous interventions strongly structured later health interventions through processes of path dependence and policy feedback. This book will be of great use to scholars and practitioners interested in global health, international development, African studies and political science.

Available in PDF, EPUB and Kindle. Book excerpt: In August 2008, Heads of State of the Southern African Development Community adopted the ground-breaking SADC Protocol on Gender and Development. This followed a concerted campaign by NGOs under the umbrella of the Southern Africa Gender Protocol Alliance. By the 2013 Heads of State summit, 13 countries had signed and 12 countries had ratified the SADC Gender Protocol. The Protocol is now in force. With two years to go, time is ticking to 2015, when governments need to have achieved 28 targets for the attainment of gender equality. In keeping with the Alliance slogan: "Yes we must", this 2013 Barometer provides a wealth of updated data against which progress will be measured by all those who cherish democracy in the region. The SADC Gender and Development Index (SGDI), introduced in 2011, complements the Citizen Score Card (CSC) that has been running for five years to benchmark progress.

Book excerpt: Productive Remembering and Social Agency examines how memory can be understood, used and interpreted in forward-looking directions in education to support agency and social change. The edited collection features contributions from established and new scholars who take up the idea of productive remembering across diverse contexts, positioning the work at the cutting edge of research and practice. Contexts range across geographical locations (Canada, China, Rwanda, South Africa) and across critical social issues, from HIV & AIDS to the legacy of genocide and Indian residential schools, from issues of belonging, place, and media to interrogations of identity. This interdisciplinary collection is relevant not only to education itself but also to memory studies and related disciplines in the humanities and social sciences.

Available in PDF, EPUB and Kindle. Book excerpt: Throughout history, communicable diseases have devastated armies and weakened the capacity of state institutions to perform core security functions. Today, the HIV/AIDS epidemic in Africa has prompted many of the affected countries to initiate policies aimed at addressing its impact on their armed forces, police, and prisons. This volume explores the dynamics of how the security sectors of selected African states have responded to the complex and multifaceted challenges of HIV/AIDS. Current and impending African HIV/AIDS policies address a range of security-related issues: * The role of peacekeepers in the spread or control of HIV * The dilemma of public health (the need to control HIV) versus human rights (protection against mandatory medical testing) needs * The gender dimensions of HIV in the armed forces * The impact of HIV on the police and prisons The chapters in HIV/AIDS and the Security Sector in Africa are written by African practitioners, including commissioned officers who are currently serving in the armed forces, medical officers and nurses working in the military, and African policy and academic experts. While the book does not comprehensively address all aspects of the impact of HIV/AIDS on the security sector, the contributors nonetheless highlight the potentials and limits of existing policies.

Available in PDF, EPUB and Kindle. Book excerpt: Conditional Cash Transfer (CCT) programs aim to reduce poverty by making welfare programs conditional upon the receivers' actions. That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

Available in PDF, EPUB and Kindle. Book excerpt: * Includes essays by some of today’s leading anthropologists working in development studies. * Furthers the goals of both poverty reduction and ethnographic research by detailing their contributions to and reliance on each another. * Provides a practical and theoretical resource for development agencies, policy makers, and students wishing to access a variety of case studies and new analytical approaches. The success of any international development agency depends on an understanding of the ways in which a community and individuals relate to ideas and resources. David Lewis and David Mosse have brought together a number of anthropologists engaged in development research to show how ethnography can be an indispensable tool for understanding these complex and dynamic relationships. The world that this ethnography of development reveals does not divide neatly into the developers and the developed, perpetrators and victims, domination and resistance, or the incompatible rationalities of scientific and indigenous knowledge. It is a world in which interests and practices are always hybrids, where the realms of reason and the real world are not neatly separate, and in which rational policy representations frequently conceal the messiness of practice that precedes the ideas and technologies of development. The wealth of new ideas offered in this collection will be especially valuable to graduate students in anthropology and development studies, but also to undergraduates and those working in development organizations who wish to run more effective operations on every level. Other contributors: Tim Bending, Bina Desai, Amity Doolittle, Pierre-Yves Le Meur, Peter Luetchford, Wiebe Nauta, Sergio Rosendo, Benedetta Rossi, Oscar Salemink, and Celayne Heaton Shrestha.
