As Ursula Daxecker and Brandon Prins demonstrate in Pirate Lands, Maritime piracy-like civil war, terrorism, and organized crime-is a problem of weak states. Surprisingly, though, pirates do not operate in the least governed areas of weak states. Daxecker and Prins address this puzzle by explaining why some coastal communities experience more pirate attacks in their vicinity than others. They find that pirates do well in places where elites and law enforcement can be bribed, but they also need access to functioning roads, ports, and markets. Using statistical analyses of cross-national and sub-national data on pirate attacks in Indonesia, Nigeria, and Somalia, Daxecker and Prins detail how governance at the state and local level explain the location of maritime piracy. Additionally, they employ geo-spatial tools to rigorously measure how local political capacity and infrastructure affect maritime piracy. A significant observation from previous NATO Advanced Study Institutes and Workshops was that domain experts responsible for maritime security were not fully aware of the wide variety of technological solutions available to enhance their support systems, and that although technology experts have a general understanding of the requirements in security systems, they often lacked knowledge concerning the operational constraints affecting those who implement security procedures. In this book, the main examples are models that represent elements of the global system covering such topics as trade, migration, security and development aid together with examples at finer scales. This provides an effective toolkit that can not only be applied to global systems, but more widely in the modelling of complex systems. All complex systems involve nonlinearities involving path dependence and the possibility of phase changes and this makes the mathematical aspects particularly interesting. It is through these mechanisms that new structures can be seen to ‘emerge’, and hence the current notion of ‘emergent behaviour’. The range of models demonstrated include account-based models and biproportional fitting, structural dynamics, space-time statistical analysis, real-time response models, Lotka-Volterra models representing ‘war’, agent-based models, epidemiology and reaction-diffusion approaches, game theory, network models and finally, integrated models.
